In June 1996, the Office of Management and Budget (OMB) selected the VA to be one of six Executive Branch Franchise Funds. OMB set the following goals for all Franchise Funds:

• Lower overhead costs
• Improve quality and delivery of service
• Create economies of scale
• Eliminate redundant services
• Be auditable

We began operating the VA Franchise Fund (VA Enterprise Centers) in 1997. Under this program, we recover our costs through charges to customers instead of receiving appropriations. This model of entrepreneurship puts agencies in the driver's seat. Agencies can exercise choice about what services to buy and where to buy them at a fair price. Knowledge of the VA Enterprise Centers and others alike allow them to make better choices. This win/win arrangement ultimately benefits the American taxpayer.

In a purely financial sense, we have been quite successful. Our revenues and customer base have almost tripled since our inception.
