GSA has made it easier for federal agencies to meet their affirmative procurement requirements for Comprehensive Procurement Guideline (CPG) items and other items that contain recovered materials.
In an effort to minimize waste going into landfills, the Environmental Protection Agency (EPA) has developed a list of designated products, commonly referred to as CPG items. EPA also established specified amounts of post consumer recovered materials required as the recycled content for each designated item, that federal agencies are required to purchase. To date, EPA has grouped a total of 58 CPG items into the following 8 categories: Construction Products, Landscaping Products, Nonpaper Office Products, Paper and Paper Products, Park and Recreation Products, Transportation Products, Vehicular Products, and Miscellaneous Products.
GSA contracting experts have worked hard to revise purchasing documents to accommodate minimum recycled content levels established by EPA. Also, they have negotiated contracts to offer federal buyers with well over 2000 additional recycled content items. When customers buy these products from GSA, they are meeting the procurement requirements established by the Resource Conservation and Recovery Act (RCRA) Section 6002, the Federal Acquisition Regulation (FAR) Subpart 23.4, and Executive Order 13101.
The ninth edition of the Environmental Products and Services Guide is available on-line. The Guide is a major source of information about the thousands of environmentally oriented products and services that GSA makes available to help federal agencies meet their environmental requirements.
