The Rural Information Center (RIC) is a joint project of the Extension Service and the National Agricultural Library (NAL). RIC provides information and referral services to local government officials, community organizations, health professionals and organizations, cooperatives, libraries, businesses, and rural citizens working to maintain the vitality of America's rural areas. The Center combines the technical, subject-matter expertise of Extension's nationwide educational network with the information specialists and resources of the world's foremost agricultural library.
The Office of Rural Health Policy in the Department of Health and Human Services (DHHS) and the NAL jointly created a Rural Information Center Health Service (RICHS) as part of the RIC. RICHS collects and disseminates information on rural health issues, research findings related to rural health, and innovative approaches to the delivery of rural health care services.
SERVICES:
Provide customized information products to specific inquires including assistance in economic revitalization issues: local government planning projects; rural health issues; funding sources; and other related issues for the purpose of monitoring the quality or rural life.
Process a broad array of general and funding information requests on such topics as:
Successful strategies, models, and case studies of community development projects
Small business attraction, retention, and expansion
Tourism promotion and development
Recycling programs
Community water quality
Technology transfer to rural areas
Closure, restructuring and diversification of rural hospitals and clinics
Agricultural health and safety
Health programs, services, personnel issues
State initiatives concerning rural health delivery issues
Refer users to organizations or experts in the field who can provide additional information.
Perform brief database searches of requested topics on a complimentary basis.
Furnish bibliographies and Rural Information Center Publication Series titles.
Identify current USDA and DHHS research and Cooperative Extension Systems programs.

The study does not make recommendations, but rather provides cost and income information for various alternatives and a methodology for the estimation of a community's needs for such a system. Planners should integrate local information in their alternatives so that each closely reflects the community's conditions and needs. The forms and data in this guide can be used to develop costs and revenue for a county system with multiple locations and routes.

Abstract: Extract: A fifth of employed nonmetropolitan household heads engaged in intercounty job commuting in 1975. Such commuting was positively associated with income, but not with education. Only a sixth of recent migrants to nonmetro communities from metro areas continued work at metro jobs, indicating a general severing of metro economic ties by such migrants. The median distance traveled to work by nonmetro household heads was well below that traveled by metro heads. Although there are more long-distance commuters among nonmetro residents, there are also many more who travel very short distances.

Abstract: Extract: The potential effect of rural road development policies and selected maintenance programs upon grain marketing and transportation costs in southeastern Michigan is examined through a linear programming algorithm designed to minimize aggregate transport and handling costs for grain. The results quantify the decrease in grain assembly costs that occurs when the rural road system is improved.

Abstract: Extract: The purpose of this paper is to present the results of an experiment to evaluate the importance of land use location relative to road network design in determining transportation costs within a community. When a developer undertakes the development of a new subdivision, the normal procedure is for him to hire a land planner to prepare a master plan for the subdivision. Land uses are sited based on market information concerning where and how much land should be devoted to various uses. Since the developer's experience in the marketplace is the primary basis for determining the best locations for each land use, the resulting configuration usually mirrors the development patterns prevalent in the community at the time.

Abstract: The research reported here examines the ability of a sample of Midwest township officials to produce low-volume rural road services in an economically efficient manner. Farrell-type measures of input use and scale efficiency are reported. Results suggest that over 50% of costs may be unnecessarily incurred because of input use inefficiency. Correlation between output measures and the efficiency measures suggests that larger jurisdictions are more efficient than smaller jurisdictions. In addition, 84.5% of the townships exhibit technology characterized by increasing returns to scale. These results suggest that jurisdictional consolidation of production-related responsibilities may yield substantial cost savings.

Abstract: Extract: Deregulation and reregulation of transportation is one of the most significant policy developments of recent years. It is important to understand the impacts of such changes on the availability of transportation services to agriculture, small communities, and rural areas. In this paper the experiences of shipper/receivers, carriers, private carriers, and agricultural truck brokers in Florida, the first state to deregulate nonpassenger motor carrier transport, are examined. Implications of these experiences for the Northeast are drawn. These findings are of particular interest to Maine, the second state to have deregulated nonpassenger transportation.

Abstract: Quasi-experimental techniques were developed to provide decision-making tools for documenting the impacts of developmental highways in rural areas. Regression discontinuity analysis (RDA) with limited observations was used to compare economic changes in Highway counties to those in adjacent and non-adjacent control counties. The RDA models found statistically significant changes in population, per capita income,, and taxable sales related to highway development. The study found that some counties benefitted from developmental highways, some were unchanged, while some experienced economic decline. RDA models with adjacent controls had better explanatory powers while those with nonadjacent controls were more sensitive to highway-related changes in economic activity. When significant non-highway activities were present, adjacent control models may have understated highway-related impacts, while non-adjacent control models may have overstated these impacts. Arguments for using adjacent and non-adjacent experimental designs are discussed.

Abstract: Deterioration and changing use patterns of the rural road system have coalesced into difficult policy decisions for local government officials. One option for consideration is abandonment of some low-volume roads. A model is developed, using utility maximization and Pareto-optimal criteria, that allows identification of policy criteria for abandonment. The criteria are empirically estimated and 4% to 12% of the roads were found to be good candidates for abandonment without a net social loss.

Abstract: Extract: This study examined the current journeyto -work characteristics of three rural Mississippi industrial plants. The costs of the current mode of transportation, which was predominantly single passenger automobiles, were estimated. For two of the three plants, two alternative modes of transportation were examined: car pools and van pools. The research findings show that rural areas do have an alternative to the single-rider automobile. Car pools and van pools were shown to be economically viable alternatives in some instances depending to a large degree upon the population density of the work force.

Abstract: Extract: Employee journey to work costs and characteristics for three rural industrial plants were estimated from survey data. Carpools and vanpools were examined as alternative transportation modes for two plants using a lockset transportation algorithm. Carpooling reduced commuting costs for both plants, but vanpooling decreased costs in one and increased costs in the other. Worker population density affected carpool and vanpool cost differences.

Abstract: A demonstration project designed to utilize and coordinate existing transportation to enable rural WIC participants to full access to the program is reported. The projects purpose was to: alleviate barriers to participation; provide nutrition education opportunities; surmount fragmentation of social service programs; and provide a replicable model that could be used in other rural areas. The outcome was not as successful as anticipated because of problems in scheduling transportation. However, WIC enrollment increased 25%; non-redemption of WIC vouchers decreased from 15 to 6%; and no-shows for appointments decreased from 12 to 7%. Some social services were coordinated but fewer than expected. Because of a staff member's resignation, the nutrition education component met with limited success. (kbc)

Abstract: A slide/tape presentation and narrative describes a demonstration project designed to utilize and coordinate existing transportation to enable rural WIC participants full program access. The presentation supplements the final report of the project. The projects' aim was to provide a model for other rural communities by addressing how existing resources could be utilized. Discussion and illustrations cover how: people were contacted, transportation schedules were made, participation increased, redemption of WIC vouchers increased, some social services were expanded, and no-show appointments decreased. Abstract: A 12-month study to assess the possibility of a correlation between the provision of transportation and the effectiveness of a WIC program in a rural area is reported; the study was based on a rural transportation model for improving WIC client participation using existing agency vehicles. About 1106 1-way passenger trips were provided to the WIC clients. The availability of rural transportation correlated inversely with the degree of delivery of WIC client caseload due to the provided transportation. The total operating cost of the transportation system was about $22,000/year. Further cost reduction (through the use of other resources) is discussed. The transportation model expanded program participation and reduced the percentage of missed appointments. (wz)
