The Rural Information Center (RIC) is a joint project of the USDA Cooperative State Research, Education & Extension Service and the National Agricultural Library (NAL). RIC provides information and referral services to local government officials, community organizations, health professionals and organizations, cooperatives, libraries, businesses, and rural citizens working to maintain the vitality of America's rural areas. The Center combines the technical, subject-matter expertise of Extension's nationwide educational network with the information specialists and resources of the world's foremost agricultural library.
The Office of Rural Health Policy in the Department of Health and Human Services (DHHS) and the NAL jointly created a Rural Information Center Health Service (RICHS) as part of the RIC. RICHS collects and disseminates information on rural health issues, research findings related to rural health, and innovative approaches to the delivery of rural health care services.
SERVICES:
Provide customized information products to specific inquiries including assistance in economic revitalization issues; local government planning projects; rural health issues; funding sources; and other related issues for the purpose of monitoring the quality of rural life.
Process a broad array of general and funding information requests on such topics as:
Successful strategies, models, and case studies of community development projects
Refer users to organizations or experts in the field who can provide additional information.
Perform brief database searches of requested topics on a complimentary basis.
Furnish bibliographies and Rural Information Center Publication Series titles.
Identify current USDA and DHHS research and Cooperative Extension Systems programs.

Bibliographies in the Quick Bibliography Series of the National Agricultural Library, are intended primarily for current awareness, and as the title of the series implies, are not indepth exhaustive bibliographies on any given subject. Abstract: Extract: Rural crime rates, though less than urban rates, now exceed the urban level of 20 years ago. Because the crime increase came at about the same time as renewed rural population growth, some blamed the growth itself. But incomplete or broken families (measured by the percentage of children not living with both parents) is a key link to rural crime--not poverty, race, or population growth.

Abstract: Extract: Two statewide rural victim studies conducted in Ohio during 1974 and 1980 comprise the primary data bases in examining the relationship between crime and older rural Americans. The basic objectives of the report are two-fold. The first is to measure the extent and impact of crime, especially its psychologic effects. The second major purpose is to examine empirically the level of crime prevention practiced by older rural persons in order to develop and recommend appropriate security programs and strategies for reducing crime risk and fear of crime. Throughout the analysis, the elderly will be compared with younger respondents from the two victim surveys. This will allow for a relative assessment of the problem, and put within a more complete context the specific prevention program needs of older rural Americans.

Abstract: The prevalence and nature of crime in rural America have been given relatively little research attention. An overview of the trends, incidence rates, and particular vulnerabilities nonmetropolitan (nonmetro) residents have to criminal victimization compared with their metropolitan (metro) counterparts are provided through data from the National Crime Victimization Survey. Results indicate that victimization rates for all locations generally have been declining since the peak rates witnessed in the mid-1970s, with residents of metro central cities being the most susceptible to victimization, followed by other metro and nonmetro residents, respectively. Certain subgroups of nonmetro residents, however, are as susceptible as their counterparts in metro areas who reside outside central cities to particular types of victimization. Implications for policy are discussed.

Abstract: A study of urban and rural suicide rates in the states of America in 1980 revealed that an index of social disintegration was strongly associated with both urban and rural suicide rates, as predicted by Durkheim's theory of suicide. However, rural suicide rates were also higher in states that were relatively more urbanized, supporting a social deviancy theory. Homicide rates in urban and rural states were associated with an index of Southernness, but rural homicide rates also were associated with the index of social disintegration.

Abstract: The present investigated the effects of family economic stress on parental support and adolescent maladjustment in 622 9th through 12th graders in a Midwestern farm community. Economic stress had a direct effect on adolescent depressive symptoms, delinquency and drug use. The findings also indicated effect: increased stress was associated with lower paternal support for female, but not male adolescents, and lower paternal support for females was associated with higher distress.

Abstract: Although fear of crime has been found to be consistently associated with a number of sociodemographic factors, such as age, gender, and race, the empirical findings on its relationship to residential location have been remarkably inconsistent. We use a sample of over 3,000 residents of North Carolina to explore the relationship between fear of crime and residential location. Our results indicate that rural residents have a significantly lower fear of crime than their urban counterparts when known correlates are controlled. Implications for future research are discussed.

Abstract: This study addresses fear of crime in Western communities with rapidly changing populations. Most prior research has reported a relatively low fear of crime in rural communities. However, some recent analyses have indicated unusaally high fear in small towns experiencing rapid population growth and economic changes due to energy developments. Heightened fear of crime has been observed even where there has been no apparent increase in criminal victimization experiences. This paper examines four communities at three points in time to assess the causes of shifting fear of crime. Results indicate that measures of contextual change, individual social integration, and criminal victimization influence fear of crime more than do individual compositional variables.

Abstract: Using 3,130 U.S. counties or county equivalents, this paper provides a test of the impact of rural population on the violent crime of homicide, while controlling for the effects of other correlates. The results indicate that the traditional bond of group cohesion assumed to be associated with the rural environment and its residents continues to have an inhibiting effect on homicide for counties in the United States.

Abstract: Extract: There are two major sources of data which can be drawn upon for purposes of delineating the types of crimes which are presently occurring in rural areas. The first source utilizes information which is gathered directly from the victims of the crime. The research technique is called victim survey research. The second source of data derives from records maintained by law enforcement agencies. The discussion to follow will utilize both in an attempt not only to illuminate the extent of the crime problem but as well to denote the differences and discrepencies which may arise depending on which source of data is utilized for purposes of interpretation, explanation and/or policy making.

Abstract: Extract: Individuals projecting local government expenditures in small cities typically assume that average costs can be represented by a single, smooth, continous function. This paper discusses why assuming piece-wise continuity may be more realistic. Segmented regression is then used to test for discontinuities in local per capita expenditures for police protection in Minnesota, North Dakota, and Wisconsin. Three distinct segments were found for expenditures in North Dakota and Wisconsin; two for Minnesota. Minnesota and Wisconsin results improved further when cities with declining and nondeclining populations were treated separately.

Abstract: Using a sample of rural early adolescents the present study found delinquent adolescents to have a lower self-concept than their nondelinquent counterparts, especially in the areas of body image, moral and ethical self, and family self-concept. These delinquents showed significant signs of maladjustment on the Tennessee Self-Concept Scale but accepted their negative self-image. Supplementary questions indicated that the delinquent group felt emotionally distant from their families, overreliant on their peers, and saw little hope for their future.
