The Rural Information Center (RIC) is a joint project of the Extension Service and the National Agricultural Library (NAL). RIC provides information and referral services to local government officials, community organizations, health professionals and organizations, cooperatives, libraries, businesses, and rural citizens working to maintain the vitality of America's rural areas. The Center combines the technical, subject-matter expertise of Extension's nationwide educational network with the information specialists and resources of the world's foremost agricultural library.

The Office of Rural Health Policy in the Department of Health and Human Services (DHHS) and the NAL jointly created a Rural Information Center Health Service (RICHS) as part of the RIC. RICHS collects and disseminates information on rural health issues, research findings related to rural health, and innovative approaches to the delivery of rural health care services.

SERVICES:

Provide customized information products to specific inquires including assistance in economic revitalization issues: local government planning projects; rural health issues; funding sources; and other related issues for the purpose of monitoring the quality or rural life.

Process a broad array of general and funding information requests on such topics as:

Refer users to organizations or experts in the field who can provide additional information.

Perform brief database searches of requested topics on a complimentary basis.

Furnish bibliographies and Rural Information Center Publication Series titles.

Identify current USDA and DHHS research and Cooperative Extension Systems programs.

Abstract: Resource dependency and its impact upon community stability has long been of interest to rural sociologists. This paper critically evaluates the literature on timber-dependent communities to assess what is known, assumed, ignored, and avoided about the topic. We argue that timber-dependent communities may represent a somewhat special case of resource dependency and that the study of forest-based communities can contribute to sociological* knowledge of rural life. The paper also discusses theoretical and methodological concerns to be addressed and presents an agenda for future research.

Abstract: The purpose of this paper is to consider the relation between commuting and the settlement structure, with particular attention to rural and nonmetropolitan areas. I examined commuting flows between metropolitan central cities, other metropolitan areas, nonmetropolitan places with more than 10,000 people, those with 2500-10,000 people, and other rural areas. Despite the deconcentration of population, industry and trade that was especially marked in the 1970s, commuting in 1980 was predominantly toward larger places in the rural-urban hierarchy, and particularly from rural areas and the other metropolitan category to cities. Overall levels of commuting were high, and most were within either nonmetropolitan or metropolitan areas. Smaller nonmetropolitan places particularly had high proportions of both in- and out-commuters. Differences in commuting flows by gender, socioeconomic status and industry were small, but generally in the directions expected on the basis of prior research. The findings reveal a high degree of work-residence interdependence among settlement units in nonmetropolitan America, with social and economic differences in commuting flows representing an important aspect of community structure.

Abstract: Empirical analysis of manufacturing plant location requires the use of a single industrial site quality measure. Under hedonic price theory, the price of industrial sites can be explained by their quality characteristics. The estimated site price is included with ten other location factors in an ordered, categorical logit model of plant attraction to Georgia counties. The results inform public decisionmakers of the relative impact of site location factors and how changes in location factors can alter the probability of attracting a manufacturing plant.

Abstract: Community stability is an objective of USDA Forest Service timber sales. This paper examines that objective, and the success the Forest Service can have in attaining it, through its intended maintenance of a constant volume timber harvest schedule. We apply a three factor, two-sector modified general equilibrium model with empirical evidence from the timber based counties of western Montana. Departure from a market responsive timber policy can have positive impacts on the wood products sector, but the net effects on the local community are very small. The costs to the public treasury of pursuing such a policy dwarf these small community benefits.

Abstract: This paper presents the results of an exploratory study of African Americans and underdevelopment in the Mississippi Delta. The primary focus is on race-specific factors and their associations with social and economic development in the Delta. Data were obtained from The Southern Growth Policy's Southern County-Level Data Files (U.S. Department of Agriculture 1985) and a content analysis of racial conflicts in Mississippi beginning with the 1950's through the 1980's. The results of the analysis show that racial conflicts and high concentration of poor African Americans are associated with the lack of new technology industries in Mississippi's core Delta counties.

Abstract: The purpose of this study was to identify new or growing basic sector businesses in Nebraska, North Dakota, and South Dakota and to determine their contribution to the state economy, as measured by their employment creation and their expenditures to suppliers within the state. Data from 314 firms were used in the analysis. The average firm reported annual expenditures within the state of $3.9 million or 55 percent of its total outlays, but the percentages of nonlabor expenditures made within the state were quite variable. Expansion of existing firms accounted for 45 percent of all new jobs created by the group, while relocating firms were responsible for 33 percent and new firms were credited with almost 23 percent.

Abstract: A focus on local enterprises has increasingly become an alternative to branch plant recruiting in economic development efforts. In addition, high tech manufacturing has also attracted community interest. This paper examines new (since 1976), locally owned and locally started high tech manufacturing plants in the rural West. The objective is to provide information on what communities can expect of these firms and to suggest possible strategies to enhance the success of rural entrepreneurs. The founders of the firms in this study were relatively young, self-financed, and experienced as owners, managers, or technicians/engineers. They located in towns because they had lived there previously or liked the natural amenities. Their chosen locations had distinct characteristics-larger towns near urban areas or areas high in natural amenities and/or near universities. Little activity was found in small, isolated communities with few natural amenities.

Abstract: Tobit analysis was utilized to determine if employment, occupational, and market-linkage characteristics of nonmetropolitan high-and low-technology manufacturers differed after controlling for select firm and community characteristics. Data on manufacturers' characteristics were collected through an extensive survey of nonmetropolitan firms in the eleven contiguous western states. The results indicate that the employment size of high- and low-technology manufacturers was similar. Nonmetropolitan high-technology manufacturers were more rapidly growing, export oriented, and skilled-labor intensive than low-technology firms. The low-technology manufacturers maintained stronger backward linkages with the local economy.

Abstract: A resurgence of informal economic work, such as homeworking, occurred in some rural areas during the 1970s and the 1980s. In two midwestern communities, an employer of industrial homeworkers was recruited in an effort to boost the local economy with new jobs. In these communities, ideas about women's roles in households and the labor market are crucial to the states' ability to couple industrial homeworking with rural community development. Industrial homeworking as development in the United States shows how development goals support and maintain the sexual division of labor in households and in the local labor market. Personal interviews and archival documents form the basis of the case study data. These data are content-analyzed for themes about the process of development and the relationship of the local states and industrial firms.

Abstract: Extract: The Mid-Atlantic region's total employment growth stayed below national averages from 1974 because of its higher share of slow-growth manufacturing industries and its lagging employment growth in all major economic sectors. After leading the region's employment growth in 1974, nonmetro areas saw employment decline by 1984 while metro employment growth continued. Nonmetro areas dependent on mining and manufacturing and metro areas in the region's interior fared worse than metro areas in the New York City-to-Philadelphia corridor oriented to such fast-growth industries as services, finance, insurance, and real estate. This study measures the extent of the Mid-Atlantic's economic lag and pinpoints lagging areas of the region (NJ, NY, and PA) to help its governments document its competitive economic positions relative to other regions.

Abstract: This study identifies new or growing basic sector businesses and industries in the Upper Midwest and determines both their contributions to local economies and factors critical to their location decisions. Manufacturing firms made up more than 78 percent of the 314 qualifying respondents. Total annual sales averaged approximately $8.5 million per firm, with close to 65 percent of these sales to out-of-state markets. The average firm reported annual expenditures within the state of $3.8 million, which made up 55 percent of average total outlays. The percentage of nonlabor expenditures made within the state, however, was quite variable among firms. While 26 percent of the firms made 50 percent or more of their nonlabor expenditures within the state, about 48 percent of the firms made 25 percent or less of these purchases within the state. The surveyed firms created a total of 11,133 jobs in the previous ten years--an average of 39 jobs per firm. The expansion of existing firms accounted for 45 percent of this total. Firms that relocated or opened new branches were responsible for about 33 percent of the new jobs, and new firms were credited with almost 23 percent of the total. The ratings of different factors related to making location decisions were generally similar among all types of firms. Work attitudes and labor productivity, the absence of a union, and the existence of right-to-work laws were generally rated more highly than were wage levels. Within the general category of incentive and assistance programs, survey respondents gave the highest rating to overall community attitude toward business development. State incentives and the state regulatory climate were also important to many firms. When asked whether they would choose the community they located in again, almost 78 percent responded affirmatively. Implications of the findings for community development practitioners are outlined throughout the study.

Results show rural counties are more responsive to systematic or cyclical employment instability than urban counties. At the state level, a high percentage employed in manufacturing has been associated with greater employment instability over the business cycle. This relationship does not hold at the county level where most manufacturing sectors seem to cyclically stabilize the counties in which they appear.
