The Rural Information Center (RIC) is a joint project of the USDA Cooperative State Research, Education & Extension Service and the National Agricultural Library (NAL). RIC provides information and referral services to local government officials, community organizations, health professionals and organizations, cooperatives, libraries, businesses, and rural citizens working to maintain the vitality of America's rural areas. The Center combines the technical, subject-matter expertise of Extension's nationwide educational network with the information specialists and resources of the world's foremost agricultural library.
The Office of Rural Health Policy in the Department of Health and Human Services (DHHS) and the NAL jointly created a Rural Information Center Health Service (RICHS) as part of the RIC. RICHS collects and disseminates information on rural health issues, research findings related to rural health, and innovative approaches to the delivery of rural health care services.
SERVICES:
Provide customized information products to specific inquiries including assistance in economic revitalization issues; local government planning projects; rural health issues; funding sources; and other related issues for the purpose of monitoring the quality of rural life.
Process a broad array of general and funding information requests on such topics as:
Successful strategies, models, and case studies of community development projects
Small business attraction, retention, and expansion
Tourism promotion and development
Recycling programs
Community water quality
Technology transfer to rural areas
Closures, restructuring and diversification of rural hospital and clinics
Agricultural health and safety
Health programs, services, personnel issues
State initiatives concerning rural health delivery issues
Refer users to organizations or experts in the field who can provide additional information.
Perform brief database searches of requested topics on a complimentary basis.
Furnish bibliographies and Rural Information Center Publication Series titles.
Identify current USDA and DHHS research and Cooperative Extension Systems programs.

Bibliographies in the Quick Bibliography Series of the National Agricultural Library, are intended primarily for current awareness, and as the title of the series implies, are not indepth exhaustive bibliographies on any given subject. However, the citations are a substantial resource for recent investigations on a given topic. They also serve the purpose of bringing the literature of agriculture to the interested user who, in many cases, could not access it by any other means. The bibliographies are derived from computerized online searches of the AGRICOLA data base. Timeliness of topic and evidence of extensive interest are the selection criteria.

Abstract: This study found size economies in Iowa school districts. An asymmetric U-shaped cost curve provided the best fit. Costs were minimized at $2,952 per pupil and 2,442 pupils, but most size economies--within $100 per pupil--were achieved at 800 to 900 pupils. Implications for school reorganization were discussed.

Abstract: Distance education "refers to formal study in which the teacher and learner are separate throughout the main mode of educational delivery." Examples of distance education are correspondence by mail; educational programs on television, radio, or by telephone; and home or individual study. Future medium for distance education is described. Course material is prepared by institutes of higher learning, businesses, government agencies, private industry, libraries, the military, ect. The authors address its cost and feasibility, and discuss when distance education might be most effective. Common objections and concerns about this learning method are also listed.

Abstract: We examined the relationship between the drug use by young adolescents and two indicators of illness, frequency of illness and numbers of days absent from school owing to illness. Data were from a general health survey of all eighth grade students enrolled in public schools in two rural Maryland counties. A total of 745 students completed a selfadministered questionnaire during school hours in January 1984. Information was obtained on a variety of sociodemographic characteristics and on the students' use of tobacco, alcohol, and marijuana. Correlational analyses were used to examine the relationships among cigarette smoking, beer or wine drinking, whiskey or hard liquor drinking, and marijuana use. Logistic regression was used to model the effects of drug use behaviors on the likelihood of being absent from school 3 or more days, adjusting for the student's age, sex, race, parents' education, illness frequency, and concerns about learning problems in school. We found substantial covariation among the use of cigarettes, alcohol, and marijuana. After adjusting for the background variables of illness, frequency, and learning problems, we found that students who are frequent cigarette smokers experienced a 2.6 risk of school absenteeism. Other drug use behaviors were not associated significantly with increased risk of missing school. Findings are discussed within the context of healthrelated consequences of drug use.

Abstract: Currently, residency training is neither detrimental nor helpful to the problems of rural health. Based on four generally accepted "truths" about rural health, medical schools should recruit students from rural areas, have them choose family practice as a career, and train them in rural settings. Given no substantial changes in residency training, the following recommendations are made. Develop a consensus definition of "rural." Educate rural communities to the purpose of residency training. Residency review committees should support rural rotations of at least six months; consider the number of residencies at a site irrelevant for accreditation; judge the quality of the product as the standard of accreditation; and define teaching competency by other than specialty label. All medical school departments should be involved in seeking solutions to the problems of rural health. New opportunities for funding of rural residency training should be sought. If major changes in residency training are possible, internal medicine, family practice, and pediatrics should merge as a single primary care specialty and for residency training. Only this residency should be considered primary care for residency reimbursement purposes, and only its graduates should be reimbursed for primary care services.

Abstract: Coleman's (1988) theory of family social capital provides a conceptual framework for assessing the relationship between several dimensions of family structure and school dropout rates among nonmetropolitan youth. This paper evaluates the extent to which higher rural than urban dropout rates are attributable to spatial differences in family structure (e.g., living arrangements, family size, and early childbearing) or economic resources (e.g., poverty) and estimates the differential effects of family structure and poverty on school dropout rates in nonmetropolitan areas, suburbs, and central cities. Data are drawn from the March 1990 Current Population Survey. Results indicate that residential differences in family structure account for a relatively small part of the higher dropout rates found in rural areas. Rural youth's experience with poverty appears to matter more. The educational effects of family structure are nevertheless strong in rural areas, albeit somewhat smaller than in suburban areas, owing perhaps to compensating forms of social capital found in rural areas. The results suggest that studies of dropout behavior--in rural or urban areas--must acknowledge the potentially large role of family structure and economic resources on the educational achievement process.

Abstract: The author examines the prevalence of drug use among 265 youth who reside in rural northern Michigan and northeastern Wisconsin. The study focuses on use of alcohol, cigarettes, marihuana and cocaine by students in sixth and seventh grade. The results of a comprehensive drug education program carried out at these grade levels is discussed. Students' health beliefs are also considered.

Abstract: We took advantage of a subtractive hybridization procedure to isolate a set of cDNA clones of nodule-specific genes (nodulin genes) from developing soybean root nodules. Single-stranded 32P-labelled cDNA synthesized from nodule poly(A)+ RNA was hybridized with a large excess of uninfected root poly(A)+ RNA. Unhybridized cDNA was selected and used to screen nodule cDNA libraries. By this procedure we isolated several novel nodulin cDNA clones together with most of the nodulin cDNAs previously described. Four novel nodulin genes, which were expressed long before the onset of nitrogen fixation, were further characterized. GmN 6 and GmN 3 transcripts appeared in the roots less than 3 days after sowing and inoculation with Bradyrhizobium, but GmN 6 transcripts were also detected at very low levels in the stems of uninfected plants. Transcripts of GmN 15 and GmN 0 first appeared at 6-7 days, just before nodule emergence. Amino acid sequences of the predicted products of GmN 6, GmN 3 and GmN 0 exhibited no significant homology to proteins identified so far. The GmN 15 encoded protein has a limited but significant homology to some plant cyanins, suggesting that it is a metalbinding glycoprotein. In situ hybridization studies revealed that GmN 6 transcripts first appeared in the pericycle cells of the root stele near the infected site. During nodule emergence they were found in a few cell layers surrounding the vascular strands connecting the nodule meristem with the root stele, and in mature nodules they were present specifically in the pericycle cells in vascular bundles. These observations led us to hypothesize that GmN 6 gene products play a role in the transport and/or degradation of photosynthate. On the other hand, GmN 3 transcripts first appeared in the primary nodule meristem just below the root epidermis. In mature nodules they were only present in the infected cells.

Abstract: Five cDNA clones (ADR6, ADR11-1, ADR11-2, ADR12-1 and ADR12-2), representing three families of auxin downregulated (ADR) genes were isolated and characterized. These were isolated by screening a lambdaZap cDNA library with the partial cDNA clones p6, p11 and p12, isolated earlier (Baulcombe and Key, J Biol Chem 255: 8907-8913, 1980). Hybridselect translation of ADR6, ADR11-2 and ADR12-2 clones produced polypeptides of 33 kDa 22.5 kDa and a 6 and 7 kDa respectively, when analyzed by SDS-PAGE. ADR6 and ADR12-2 gave one and two spots, respectively, on an IEF-SDS 2D gel. ADR11-2 probably encodes a basic protein as it was only resolved on non-equilibrium pH gradient gel electrophoresis (NEPHGE). Genomic Southern blot analysis of ADR6, ADR11 and ADR12 suggests that each represents a small multigene family. The RNA levels corresponding to ADR6, ADR11 and ADR12 decrease in response to applied auxin by 100-, 15- and 10-fold, respectively (Baulcombe and Key, 1980). Runoff transcription, done in the presence and absence of auxin, showed that the rate of transcription of the genes corresponding to ADR6, ADR11-2 and ADR12-2 was reduced in the presence of auxin, but the decrease was small relative to the decrease in the cytoplasmic levels of these mRNAs, in response to auxin. A comparative analysis of the influence of auxin on in vitro transcription and steady state RNA levels corresponding to these ADR cDNAs suggests that the decrease in rate of transcription due to auxin is not enough to account for the auxin-induced decrease in the steady state levels. Northern analysis showed developmental and organ/tissue-specific response of these ADR genes. Furthermore, the expression of the genes corresponding to ADR6 and ADR12-1 appears to be upregulated by light, whereas the gene corresponding to ADR11 appears to be down-regulated by light.

Abstract: Jointed goatgrass is a serious weed in winter wheat, and presently no herbicides are available for its selective control. This study examined the effect of time of emergence and removal on jointed goatgrass interference in winter wheat, as well as its rate of development and soil water extraction. The goal of this study was to suggest cultural practices that minimize jointed goatgrass interference in winter wheat. Jointed goatgrass development was identical to 'Vona' winter wheat in two crop seasons, even though precipitation differed drastically between seasons. Depth of soil water extraction of both species was also similar. Jointed goatgrass at 18 plantsm-2 reduced grain yield 27 and 17% when emerging 0 and 42 d after Vona, respectively. The relationship between time of jointed goatgrass emergence after winter wheat and grain yield loss was Y = 30.6 - 0.29X (X = days, r = 0.72), indicating that plants emerging in late fall still caused yield loss. Removing jointed goatgrass by early March prevented winter wheat grain yield loss. The interference data suggests that producers assess infestation levels and plan control measures in early March.

Abstract: Alcohol use by 1190 fourth, fifth and sixth grade students was assessed in a survey of four rural New Hampshire school districts. Half the students surveyed (596) drank, but not regularly; 5 percent (59) were regular drinkers, and an additional 2 percent (19) were regular drinkers and had been drunk at least once. Reported alcohol use increased with both grade and age, and males drank more than females. The child's attitude towards drinking, perceived family attitudes towards drinking, the number of drinking friends, and self-perceived wrongdoing by the child were four factors strongly related to alcohol use. Increased alcohol use was also associated with experimental and current use of cigarettes, marijuana, and smokeless tobacco.
