The Rural Information Center (RIC) is a joint project of the USDA Cooperative State Research, Education & Extension Service and the National Agricultural Library (NAL). RIC provides information and referral services to local government officials, community organizations, health professionals and organizations, cooperatives, libraries, businesses, and rural citizens working to maintain the vitality of America's rural areas. The Center combines the technical, subject-matter expertise of Extension's nationwide educational network with the information specialists and resources of the world's foremost agricultural library.
The Office of Rural Health Policy in the Department of Health and Human Services (DHHS) and the NAL jointly created a Rural Information Center Health Service (RICHS) as part of the RIC. RICHS collects and disseminates information on rural health issues, research findings related to rural health, and innovative approaches to the delivery of rural health care services.
SERVICES:
Provide customized information products to specific inquiries including assistance in economic revitalization issues; local government planning projects; rural health issues; funding sources; and other related issues for the purpose of monitoring the quality of rural life.
Process a broad array of general and funding information requests on such topics as:
Successful strategies, models, and case studies of community development projects
Refer users to organizations or experts in the field who can provide additional information.
Perform brief database searches of requested topics on a complimentary basis.
Furnish bibliographies and Rural Information Center Publication Series titles.
Identify current USDA and DHHS research and Cooperative Extension Systems programs.

Bibliographies in the Quick Bibliography Series of the National Agricultural Library, are intended primarily for current awareness, and as the title of the series implies, are not indepth exhaustive bibliographies on any given subject. However, the citations are a substantial resource for recent investigations on a given topic. They also serve the purpose of bringing the literature of agriculture to the interested user who, in many cases, could not access it by any other means. The bibliographies are derived from computerized online searches of the AGRICOLA data base. Timeliness of topic and evidence of extensive interest are the selection criteria.
The author/searcher determines the purpose, length, and search strategy of the Quick Bibliography. Information regarding these is available upon request from the author/searcher.

Abstract: This paper describes the benefits to local economies from the conservation and management of designated wildlife sites in Scotland, from other conservation-related policy measures and from the expenditures of visitors attracted by the wildlife resource. Three case-study areas are selected for the measurement of visitor-induced benefits (Orkney, Wester Ross and Highland Perthshire) and the direct, indirect and induced income and employment effects of visitor spending are quantified. Although the mean expenditure per visitor is highest in Orkney, due to a longer mean length of stay and a higher proportion of the expenditure that could be attributed to the wildlife attraction, the largest wildlife impact is in Highland Perthshire due to the higher number of visitors to the area. The indirect employment impacts from site visitor expenditure are significant and substantially greater than either those associated directly with site management or those derived from exchequer transfers under other conservation-related policy measures. The implications for the agencies that manage wildlife sites are assessed and it is concluded that greater emphasis on enhancing the user and local area benefits may also have important indirect benefits for the activities of the conservation bodies themselves.

Abstract: The economic impacts of recreational visits to state parks on the economies of North Carolina, South Carolina, Georgia, and Tennessee were estimated using the U.S. Forest Service IMPLAN input-output modeling system. Recreational expenditure data associated with state parks were obtained from the Public Area Recreation Visitors Study (PARVS). Results suggest that recreational spending may stimulate a considerable amount of economic activity in the state economies studied. Hence, future research into the economic development potential of outdoor recreation seems warranted.

Abstract: Elements of popular culture, as exemplified in television, radio, books, and magazines, present images of rurality as wholesome and desirable. The extent to which these positive images are subscribed to by the general population was assessed using data from a statewide Pennsylvania sample. There was widespread acceptance of the mystique of rurality, with rural residents, older citizens and those with lower incomes and education somewhat more likely to endorse these images than their opposites. Moreover, belief in the rural mystique was related to various behavioral and consumer choices. The possible implications of these ideas for rural development strategies, especially rural tourism, are discussed.

Abstract: The hospitality industry's services taken as a whole can be thought of as a "value chain" that encompasses every step and service required from the time a customer decides to go on a vacation or business trip to the time she or he returns home. Each link in the chain represents an experience point for the customer, and every experience has high, moderate, or low value. Decision makers can better evaluate service oriented technology if they understand how that technology affects the value chain and, consequently, the quality of customers' experiences. Customers experience every link on the value chain, but their final evaluation is based on the quality of the overall experience. To maximize the total value the customer gets from the value chain, serviceoriented technology should minimize exposure to or enhance low-value links, somewhat increase exposure to moderate-value links, and maximize exposure to high-value links. New technology should also serve to reduce the number of low-value experiences, replacing those with moderate- or high-value ones. Using the value-chain framework is a way to identify key relationships among service providers, increase revenues, reduce costs, foster value-added partnerships, and create a value-measurement system.
