Schiff-Cardenas Juvenile Justice Crime Prevention Act

About the Program

In 2000, then State Senator Adam Schiff and then Assemblymember Tony Cardenas authored AB 1913, known as the Schiff-Cardenas Crime Prevention Act. This program, administered as the Juvenile Justice Crime Prevention Act (JJCPA), provides a source of funding for community based solutions to locally identified juvenile crime prevention needs.

Today, there are 193 programs in 56 counties being operated under this innovative program. According to the JJCPA Annual Report, juveniles receiving services from JJCPA programs were less likely to be arrested (21.8% vs. 32.5% for the reference group), incarcerated (18.2% vs. 23.4%), and more likely to complete court ordered community service (56.3% vs. 39.4%).
