  • U.S. Citizenship
  • Advanced degree in international or development field, economics or management, or equivalent experience
  • Experience in and knowledge of developing countries
  • Demonstrated analytic, speaking and writing skills
  • Ability to work effectively as a team member

All hiring by OTI is done through the USAID Contracting Office. Interested applicants should apply to the Agency in accordance with the instructions listed with each position description. The following describes different hiring mechanisms used by OTI.

Personal Services Contractors

Most individuals hired by OTI are Personal Services Contractors or PSCs. PSCs are contracted to the Agency but are, in effect, Government employees. PSCs have the same salary scale and allowances as a direct-hire employee, but have a more limited range of benefits.

Current Positions

Solicitations for personal services contracts for internationally recruited and Washington-based USPSCs appear on FedBizOpps http://www.fedbizopps.gov and not on the Agency's website. OTI will make every effort to list current positions; however, interested applicants should always check the FedBizOpps site.
