As amended, authorizes GSA to acquire, by purchase, condemnation, donation, exchange, or otherwise, any building and its site; alter any public building and to acquire such land as may be necessary to conduct such alterations; acquire such lands or interests in lands as necessary for use as sites for public buildings; and to make such building project surveys as may be requested by resolution of appropriate Congressional committees. Requires submittal of a prospectus to Congressional committees for proposed construction, alteration, purchase, or acquisition of a building to be used as a public building that involves a total expenditure in excess of $1,810,000 and for lease alteration projects in excess of $905,000.
