Donna Bennett is the commissioner of GSA’s Federal Supply Service (FSS), an organization of approximately 3,000 associates that provides over $42 billion annually in essential supplies and services to federal agencies worldwide. She has served in this position since September 2000. Prior to being named commissioner, she served for six years as the deputy commissioner.

A career civil servant, Bennett began federal service in 1969 as an economist with the Civil Aeronautics Board. She was hired by GSA in 1983 to head the governmentwide travel policy office, and since that time has managed other governmentwide policy, contracting, and program offices in FSS. 

Commissioner Bennett is responsible for directing extensive procurement and global supply operations, managing more than 190,000 vehicles of the worldwide federal fleet, guiding the federal government’s travel and transportation management operations, and overseeing the reutilization and sale of federal excess and surplus personal property.

Donna Bennett has a bachelor's degree in economics and a master's in business administration from the University of Maryland. Bennett has received Presidential Rank Awards for Meritorious and Distinguished Service and Administrators' Awards for Distinguished and Meritorious Service.
