Key Staff Kathleen M. Turco - Chief Financial Officer

Kathleen Turco directs agency budget and financial activities and oversees the development and use of financial management systems within GSA. As GSA's Chief Financial Officer (CFO), she manages financial operations that include billions of dollars in federal purchases and an annual budget of $19 billion.

Most recently, Turco served as director of Financial Policy, Planning and Programs Modernization & Information Technology Services at the Internal Revenue Service. She directed the financial and budget policy and planning for modernization of their business systems, and for information services operations and maintenance. She managed the program, budget, and financial policy direction for $500 million in business systems technology investments, and $1.5 billion in operating and maintenance operations.

Prior to that position, Turco was IRS's deputy CFO for strategic planning and budgeting where she directed the strategic planning, budget policy, and financial execution of the $8 billion IRS budget.

Kathleen Turco's federal experience includes 10 years at the Office of Management and Budget and three years with the Department of Education. She earned an undergraduate degree in elementary education from the University of Maryland in 1982 and a master's degree in business administration from the University of West Florida in 1984.
