Gail T. Lovelace was named the federal government's first Chief People Officer (CPO) on September 11, 1998. In 2003, she was also appointed to be GSA’s Chief Human Capital Officer (CHCO) in accordance with the CHCO Act of 2002.  In these capacities, Lovelace is responsible for agency-wide human capital management, and has three closely interrelated programs. She leads the agency-wide development and implementation of GSA’s Human Capital Strategic Plan; provides a full range of human resources advice and services to all GSA organizations; and provides human resources information technology support to a number of other federal agencies, boards and commissions, in addition to providing the same support within GSA. CPO programs are carried out in Central Office and nine regional locations.

Previously, Lovelace served as GSA's director and deputy director of human resources.  Lovelace is a member of the International Personnel Management Association and the Chief Human Capital Officers Council.

Gail Lovelace has degrees from the University of Maryland and the University of Louisville. In 2000, Lovelace was recognized with the HR Executive of the Year Honor Roll Award and was a 2002 honoree of the Presidential Rank Award as a distinguished executive.
