Raymond J. McKenna, former Senior Counsel in the Chief Administrative Office of the U.S. House of Representatives, is the Associate Administrator, Office of General Counsel. Mr. McKenna advises the Administrator on the legally sound implementation of GSA's mission responsibilities, including contracting, information technology, travel and transportation, real estate, construction, leasing, environment, agency litigation, personnel and labor relations, equal employment opportunity, appropriations and finance.

Mr. McKenna is the former Senior Counsel in the Chief Administrative Office of the U.S. House of Representatives, and has also served as Counsel to the Chairman of the Commodity Futures Trading Commission and Staff Attorney at the U.S. Treasury and Justice departments.

Mr. McKenna graduated summa cum laude with a bachelor's degree in government and politics from St. John's University, in New York, in 1980, and with honors in 1983 from George Washington University National Law Center in Washington, D.C.
