Key Staff Donald C. Williams - Regional Administrator, National Capital Region

Donald C. Williams was sworn in as Regional Administrator of GSA's National Capital Region (NCR) on December 3, 2001.

Williams directs the largest of GSA's 11 regions, which encompasses the Washington Metropolitan area. His responsibilities include administering a $1.8 billion annual operating budget and overseeing NCR's Public Buildings Service, which provides real estate management for approximately 86 million square feet of federally owned and leased space, and Federal Technology Service, which manages $1.4 billion of contracted telecommunications services for executive branch customer agencies. Williams has the oversight responsibility for several large projects in the Region, including the new Patent and Trademark Office, which represents the largest lease ever executed by GSA; the construction of the Alcohol, Tobacco, Firearms and Explosives Headquarters, and planning for future development of the Southeast Federal Center, a 44-acre site on the Anacostia River in Washington, DC.

A native of Chesapeake, Virginia, Williams graduated from the University of Richmond School of Business Administration in 1976, and received his M.B.A. from Old Dominion University in 1979. He has over 25 years of experience in business, finance, construction and real property operations. In 1994, Governor George Allen appointed him director of the Department of General Services (DGS), Virginia's most diverse agency. He was reappointed by Governor James Gilmore in 1998 and served until December 2001.

During his tenure with the Commonwealth of Virginia, Williams received national recognition for his leadership in implementing Virginia's electronic procurement initiative, eVA, and for the restoration of Virginia's historic Executive Mansion, built in 1813. Among his other accomplishments, Williams was instrumental in developing strategies that led to innovative partnerships with other government entities and the private sector.

In addition to his diverse business and government leadership experience, Williams served eight years as a planning commissioner in Chesapeake, Virginia, and on the board of directors of the Chesapeake Division of Hampton Roads Chamber of Commerce.  Williams also served as the Chairman of the Fourth Congressional District of the Republican Party of Virginia.

Donald Williams and his wife, Nancy, have two sons, Thadd and Carey.
