Jon Kvistad was sworn in on October 22, 2001, as the Regional Administrator of the General Services Administration for the Northwest/Arctic Region.

Prior to his appointment, Kvistad served on the seven-member Metro Council, which represents half of Oregon’s population. He has been elected three times to the Metro Council, 1992, 1994, and 1996, and is the longest serving Presiding Officer in Metro history. He chaired the Joint Policy Advisory Committee on Transportation, the Council's combined Land-Use and Transportation Committee, and was a co-author of and chaired the development and adoption of the Metro 2040 Growth Concept, now used as a national model for the "smart growth" urban planning philosophy.

Kvistad is a fifth generation Oregonian who grew up in the Beaverton-Tigard area of Washington County. He was included in the 1996 Business Journal article, "40 Oregon Future Leaders Under 40." He has been active in many community organizations, including the Tigard Chamber of Commerce.

Kvistad received a bachelor of science in liberal arts from Oregon State University in 1980.
