GSA Value Lodging Value Lodging and Federal Premier Lodging

GSA offers customers two complementary lodging programs for federal employees on official travel:

  • The Value Lodging (VL) program caters to customers' lodging needs, stateside and abroad, within per diem.
  • The Federal Premier Lodging Program (FPLP) provides lodging services at the top 90 federal destinations using contracts to set federal per diem rates. These programs do not overlap.

For several years, GSA has partnered with the lodging industry under its Value Lodging (VL) Program to provide federal travelers quality accommodations at within per diem allowance in selected high-volume travel destinations, both within and outside the Continental United States. Under the VL program, GSA enters into agreements with lodging properties that consent to offer federal travelers increased room availability and complementary amenities at safe and convenient locations within the per diem allowance. The information provided in the hotel listings include:

  • Per diem rates for each location;
  • Property's Federal Emergency Management Agency (FEMA) number to show compliance with provisions of the Fire Safety Act;
  • Distance between the lodging facility, and servicing airport(s);
  • Amenities offered;
  • Onsite conference facilities available; and
  • Special rate offers extended to federal travelers.

Another program feature offers the facility to make extended stay lodging arrangements for stays of 30 days, or longer, via a direct Internet link with an extended stay lodging provider.

The VL properties listed have been carefully selected based on a "best value" determination. The federal travel regulation requires a traveler to reserve accommodations through the agency's travel management system which may be a Travel Management Center (TMC). A TMC has direct access to the listed properties--the traveler need only ask the TMC to locate the "VLD Rate" in its reservation system. Accommodations must be reserved by contacting the appropriate domestic or international hotel telephone number. For an extended stay, an online reservation form is available via the Internet.

The individual who makes the reservation must:

  • Clearly indicate the reservation is for a federal employee traveling on official business;
  • Give the agency name/office; and
  • Request the "GSA government rate."

It is important to note the reservation confirmation number and the name of the lodging assistant who confirms the reservation. At time of check-in, the traveler should verify the "GSA government rate" and provide proper government identification, if requested.

Note:   GSA has two complementary lodging programs:  the GSA VL Program and the Federal Premier Lodging Program (FPLP). As FPLP awards contracts to hotels located at the top 90 federal travel destinations, VL will phase out its properties in those cities; VL will, however, continue to provide lodging coverage in cities not covered by the FPLP.
