GSA's Office of Transportation and Property Management provides federal customer agencies with a broad range of services. 

Transportation services include:

  • Domestic Delivery Services;
  • Employee Relocation Services;
  • Office Relocation Services;
  • Freight Management;
  • Shipping Household Goods; and
  • Transportation Audits. 

Domestic Delivery Services, Employee and Office Relocation Services are under the Transportation, Delivery and Relocation Solutions Schedule.  Domestic Delivery Services provide agencies with a variety of operations to move express and routine shipments between any two points within the 50 states and Puerto Rico. These services are priced substantially lower than commercial rates. Domestic Delivery Services offer:

  • Choice and flexibility of multiple contractors;
  • Same-day, next-day, two-day, and three-day delivery of express small package and express heavyweight shipments;
  • One to seven-day routine day-definite delivery of ground small package shipments;
  • Door-to-door delivery for express small package and ground delivery; and
  • Liability coverage.

Employee Relocation Services provide transferring employees with valuable services that will make transition to a new duty station a stress-free experience.  This service saves time and money by offering:

  • Home marketing assistance;
  • Home sales services;
  • Destination area services;
  • Management reporting services;
  • Move management services; and
  • Mortgage counseling. 

Office Relocation Services offer a full range of services to include:

  • Removing office furniture, equipment and related supplies from the existing location;
  • Transporting items to the new location; and
  • Placing them according to the direction of the federal agency. 

Freight Management provides economical and responsive transportation shipments for federal agencies. GSA's Standard Tender of Service establishes a uniform basis for buying freight transportation through its rules and accessorial services. The Transportation Management Services Solution (TMSS) is the first comprehensive web-based system for freight and household goods transportation management system designed exclusively for federal civilian agencies.  This dynamic system enables GSA customers to effectively  manage the entire transportation process and execute tasks online. Visit TMSS from this page.

The Centralized Household Goods Traffic Management Program (CHAMP) provides federal civilian agencies a framework for efficiently and economically transporting household goods for employees relocated in the interest of the government from one official duty station to another, both domestically and internationally.

Transportation Audits provides federal agencies with transportation audit services and related policy guidance. GSA's prepayment audit service contractors can determine whether charges to federal agencies by Transportation Service Providers for freight and passenger transportation are justified and accurate. Prepayment audits provide federal agencies with auditing services for government billing documents before payment to ensure that the charges are proper and accurate. Postpayment audits recover excess charges from Transportation Service Providers through the audit of  freight and passenger transportation vouchers paid by the federal activity. 

Travel

GSA has developed ways to make government travel easier and more economical for government employees traveling on official duty. The City Pair Program offers government employees airfare discounts to thousands of destinations worldwide. The benefits of using the City Pair Program include:

  • No advance purchase required;
  • No minimum/maximum stay required;
  • Tickets are fully refundable;
  • Last seat availability;
  • No blackout periods; and
  • Stable prices enabling travel budgeting.

GSA's Travel Services Solutions (FSS) Schedule provides a variety of travel services to meet agency's unique travel requirements. Available services include Travel Agent Services and Travel Consultant Services.

GSA offers customers two complementary lodging programs for federal employees on official travel. The Value Lodging (VL) program caters to customers'  lodging needs, stateside and abroad, within per diem. The Federal Premier Lodging Program (FPLP) provides lodging services at the top 77 federal destinations using contracts to set federal per diem rates. These programs do not overlap.

 Property Management

GSA  encourages other federal agencies to reuse agency's unneeded personal property.  GSA arranges for redistribution of excess property among federal agencies, donations of surplus property to eligible state and local governments and public nonprofit groups, and sale of surplus property to the public. 

The Federal Disposal System (FEDS) maintains records of all excess and surplus property reported to GSA. Authorized users can access FEDS via GSAXcess®, the new customers' online interface to FEDS. GSA uses FEDS to track the progress of the property as it moves from the redistribution and excess stage of disposal to the surplus or donation stage. GSA Auctions® provides the general public with an Internet website to bid electronically on a wide variety of federal property. Visit GSAXcess® (FEDS Interface) and GSA Auctions®.
