California Governor Arnold Schwarzenegger signed several
energy-related bills in late September, including a bill
allowing high-mileage hybrid vehicles onto HOV lanes and a
bill prohibiting local governments from placing tight

Congress Renews Wind Energy Production Tax Credit
Congress approved a bill on September 23rd that will extend
the wind energy production tax credit through the end of
2005, allowing $3 billion in wind energy investments to move

National Solar Tour Kicks Off on October 2nd
The ninth annual National Solar Tour takes place across the
United States on October 2nd, as a variety of solar homes
and buildings open their doors to the public. This year, local
tours are being offered in 37 states plus the District of

New Jersey Proposes New Rules for Renewable Energy Systems
The New Jersey Board of Public Utilities (BPU) has proposed
new rules for connecting renewable energy systems to the
electrical grid and selling the power back to the electric utility.
The new rules boost the maximum size to 2 megawatts and
allow the use of a wide variety of renewable energy systems. More

USDA Awards $22.8 Million for Renewable and Efficiency Projects
The U.S. Department of Agriculture announced in mid-
September its selection of 167 renewable energy and energy
efficiency projects to receive a total of $22.8 million in
competitive grants. The projects include energy efficiency
upgrades and wind, solar, biomass, and geothermal energy. More

BLM Releases Draft Environmental Study for Wind Development
On September 9th, the Bureau of Land Managment (BLM)
issued its Draft Programmatic Environmental Impact
Statement on wind energy development on its lands in 11
