Geographic areas covered: The 50 states, District of Columbia, American Samoa, Guam, Puerto Rico, and the Virgin Islands of the United States; congressional districts of the 103rd Congress, counties and statistically equivalent areas, governmentally functioning county subdivisions, places (including census-designated places that appear in the data tabulations from the 1990 census), and American Indian reservations.

Subject content: Presents maps showing boundaries of the congressional districts of the United States. Also included are listings for each multi-congressional district State identifying the congressional district(s) in which each county and statistically equivalent area, governmentally functioning county subdivision, place, and American Indian reservation is located.

The maps included are of three types: State (or State-equivalent) maps, inset maps, and maps showing one entire congressional district. State maps show the outline and name of each county or county equivalent, the State capital, and generally all municpalities of 25,000 or more inhabitants based on the results of the 1990 census. Larger scale inset maps, showing greater geographic detail of selected congressional district boundaries, are provided whenever additional detail is necessary to identify the boundaries.

Three geographic listings are included for each State, except for those represented in the 103rd Congress by a single member or a non-voting delegate, and those without delegate status. Listed are the congressional districts in which each incorporated muncipality in the State is located; the congressional districts in which each county in the State is located; and, for each congressional district, the county or counties included, either in whole or part, within the congressional district.

The number of representatives apportioned to each State is based on the results of the 1990 Census of Population in accordance with provisions of Title 2, United States Code, Section 2A. This edition is the 12th in the series; the first was issued in 1960 and presented the boundaries for the 86th Congress. Other editions have come out periodically to reflect boundary changes.
