Federal Benefits encompasses programs from the following agencies:

Social Security Administration
The Social Security Administration (SSA) deals with claims for retirement, disability and survivor benefits, Social Security number applications, all post-entitlement activities affecting beneficiaries under the various programs, i.e., changes of address, issues involving direct deposit of SSA checks, nonreceipt of check allegations and death terminations.

If you are an American citizen residing in Korea, you may apply for a social security card or replacement card at the U.S. Embassy, and we will forward your application to the Social Security Administration's regional office in Manila. The Embassy does not process the applications, only forwards them to SSA, so we cannot give you a status report on your application. SSA will send you your card directly, or contact you if they have additional questions. For social security claims or other questions please contact:

If you would like information on how to apply for social security retirement benefits, or for instructions on how to replace, correct, or change your name on your Social Security Card, see the Social Security Administration (SSA) website. This site also has a downloadable application form, the (SS-5), to use to apply for a Social Security Card and tells you what kind of identification you need to send along with your application form.

You may also go directly to the Social Security Handbook, which gives general information about Social Security Programs. The website also has a list of all publications and a list of all downloadable forms.

The United States and Korea negotiated an agreement to help workers who have contributed to national pension programs in both countries. The US-Korea Totalization Agreement is in force effective April 1, 2001. You can find a description of the new agreement, as well as the full text at the website. Individual Taxpayer Identification Number (ITIN)


Family members of U.S. citizens needing ITIN's may receive application forms at the Embassy. Please complete Form W-7 (the form is available at the IRS website, or at our office), and bring your original supporting documentation to be copied and notarized. You can then mail the completed application and attachments to:

Children

Social Security and Registering your Child's Birth
The application for a Consular Report of Birth also serves as an application to obtain your new child's Social Security number. His/her Social Security number is assigned by the regional Social Security office in Manila. The Social Security card will be mailed directly to you, though processing takes several months.

Social Security cards for person over 12 years
Persons 12 years and older applying for a social security card for the first time must appear at the Embassy for an interview in order to apply for a social security card. Please bring your passport and original birth certificate to the interview. You should be prepared to explain why you are applying for a social security card.

If you left the United States as an infant and have been living in Korea, you will need to bring proof, for example, school records, employment records, or travel documents, such as your passport or a Korean Immigration Entry and Exit Report.

We will forward the application to the Regional Social Security Office for you, but please note that the card will be sent to you directly by SSA.


Department of Veteran Affairs

The Department of Veteran Affairs (DVA) processes survivor claims, educational benefits, compensation and pension examinations, etc.

The Department of Veteran Affairs website offers the Federal Benefits Manual for Veterans and Dependants (1997), details of benefits available, and downloadable benefits forms.



Office of Personnel Management

The Office of Personnel Management website offers information for federal employee benefits such as retirement programs, thrift plans, and health insurance.



Department of Labor

The Department of Labor website offers information on benefits programs such as the Family and Medical Leave Act and workers' compensation programs, (Black Lung, FECA, Longshore).



Railroad Retirement Board

The Railroad Retirement Board (RRB) administers comprehensive retirement-survivor and unemployment-sickness benefit programs for the nation's railroad workers and their families. The RRB also administers certain Social Security benefit payments and railroad workers' Medicare coverage. Visit their website for more information.
