Russ Marcoux Article of the Year - 2003

The Naval Safety Center maintenance-department chiefs have selected the article of the year, which is named after the second and longest-serving editor of Mech.  A plaque will be sent to the winning author and certificates of appreciation to the runner-ups.  A big thanks to all the authors in 2003, and congratulations to the finalists.
