GSAXcess®

GSAXcess® is the new customer interface to the Federal Disposal System (FEDS).  This interface is a totally web enabled platform that eligible customers use to access all customer functions of FEDS, for example, reporting, searching and selecting property.  GSAXcess® provides agencies a means of electronically reporting their unrequired personal property to GSA. It is also used as a source of supply for customers seeking property that has been reported and is available for transfer. Agencies may search GSA's inventory through a process known as screening, and they may request property for transfer by selecting specific items.

The property system is available to three groups of users:

  • Federal agencies;
  • Authorized nonfederal recipients; and
  • Surplus customers.

Nonfederal recipients are activities which receive excess personal property through a federal sponsor but are themselves neither a federal agency nor a donee, for example, a federally recognized Indian tribe sponsored by the Department of Interior's Bureau of Indian Affairs.

Surplus customers include:

  • Public agencies;
  • Nonprofit educational and public health activities;
  • Educational activities of special interest to the Department of Defense;
  • State or local government agencies and nonprofit organizations or institutions;
  • Nonprofit and public programs for the elderly; and
  • Public airports.

FEDS maintains records of all excess and surplus property reported to GSA. GSA uses FEDS to track the progress of the property as it moves from the redistribution and excess stage of disposal to the surplus or donation stage. This database system records, tracks and controls the worldwide inventory of federal excess, surplus and exchange/sale property. It is a real-time system with an online database. Batch processing is utilized by agencies for convenience in reporting large volumes of property. This system processes customer transactions submitted via GSAXcess®  and provides status on the transactions immediately. For those customers transmitting property reports in batch rather than online, FEDS processes the transactions during an overnight cycle that runs Monday thru Friday.

Agency Asset Management System (AAMS)

An agency can combine resources with GSA to develop a version of this module for customization to meet an agency's needs.  An agency can then use GSAXcess®/AAMS to report, select, and transfer excess personal property exclusively within the agency. At the end of the internal screening cycle, any property still available is either returned to the agency or is automatically passed to FEDS where other federal and state agencies can access and compete for the property via GSAXcess®.

AAMS provides automated data systems support to meet federal agencies' nationwide personal property needs. The primary goal of AAMS is to simplify and improve internal screening. GSA has achieved this end by eliminating duplicate data entry, reducing paperwork, increasing federal agency reutilization and eliminating the need for agency personal property systems development. 

Energy Asset Disposal System (EADS)

GSA and the Department of Energy (DOE) have combined resources to enhance FEDS via GSAXcess® to provide internal screening to authorized DOE users. GSAXcess®/EADS can be used to report, select, and transfer excess personal property exclusively within DOE.

At the end of the internal screening cycle, any property still available is either returned to the agency, or is automatically passed to FEDS where other federal and state agencies can access and compete for the property via GSAXcess®. 

GSA Auctions®

The GSA Auctions®  site was developed to complete GSA's transformation to an all-electronic asset management system. The GSA Auctions® site provides the general public the opportunity to bid electronically on a wide array of federal assets. The auctions are completely web-enabled, allowing all registered participants to bid on a single item or multiple items (lots) within specified time frames.
