HOME ROCS! is Live as of Thursday, March 18, 2004.

HOME ROCS! (Re-engineering Our Computer System) is the HOME Program Office's model of a smarter and easier-to-use IDIS. It consists of screens and screen flows redesigned to ensure that the entry of HOME data is clean, accurate and complete.

How has the implementation of ADDI/HOME ROCS! changed IDIS?

ADDI/HOME ROCS! consists of redesigned HOME screens and screen flows in IDIS. The purpose of these improvements is to ensure that the entry of HOME data is clean, accurate, and complete. HOME ROCS! has also made the HOME path more intuitive and user-friendly, and it has added functionality by providing you better access to your data. Lastly, HOME ROCS! enables us to capture American Dream Downpayment Initiative (ADDI) accomplishment data, administered under the HOME program.

Following is a summary of the major differences between pre-HOME ROCS! and post-HOME ROCS! IDIS. On the second page, we explain how PJs should use IDIS to report ADDI accomplishments. We strongly encourage you to you look over the IDIS Reference Manual, Chapter 9, in order to get a fuller understanding of the look and feel of HOME ROCS! Chapter 9 has pictures of our new screens and clearly explains how to use them.

Major impacts of implementing HOME ROCS!

Greatly improved HOME menu screen:
 -   Set Up Activity options are broken down by tenure type.
 -   Review Activity Status allows you to review an activity's summary information, including whether the Set-up Data, Completion Cost Data, and Completion Beneficiary Data is Complete/Incomplete in order to fund and/or complete the activity in the Common path.
 -   Search Activities function allows you to look for an activity by Program Year, Project ID, Set Up Date, Completion Date, Status Code, Tenure Type, Occupant Code, and/or Activity Name.
 -   Complete Activity options allow you to go directly to an activity's Cost and/or Beneficiary screens.
 -   Change to Activity ID allows you to switch between HOME activities without having to return to the Common path.

Tighter edits, ensured accuracy:
 -   We only ask for the data fields that we need, and all data are required to be entered. For example, an IDIS-user cannot progress to the next Set Up screen if the Activity Estimates for HOME Units and HOME Cost have not been entered.
 -   For all Yes/No question fields—If you do not enter a value, the system will automatically insert a system default answer and display the next fields and screens resulting from that answer.
 -   In the Cost screen, cents can now be entered. Before, IDIS would only accept whole dollar amounts.
 -   The number entered in the Completed HOME-assisted Units field will automatically match the number of rows of Beneficiary Data required on the Beneficiary screen.

Better flow, more functionality:
 -   A list of all County Codes in the PJ's state will be listed on the F1 - Help screen.
 -   For multi-address activities, the Paste Previous Address function reduces the need to re-type the entire address each time the street number or name is the only difference between the addresses.
 -   The flow of CHDO screens is more intelligent. Where and how to enter the proper CHDO code (CHDO type) information is explicit. CHDO Loan has been added as a fund type so that the impact of CHDO loans can be tracked.
 -   All Costs Data can be entered in one screen rather than two. In addition, the user may choose one of two screens in which to enter Costs information. The second screen is provided as an alternate to the traditional Costs screen; for experienced users, costs can be reported by entering Source and Forms of Assistance Codes. The version of the Costs screen last used will be presented the next time the activity is visited.

Reporting and tracking ADDI accomplishments in IDIS

HUD will credit ADDI with all first-time homebuyer downpayment assistance activities completed during the grant period until the PJ's ADDI funds are depleted. HUD will run a monthly report tracking ADDI accomplishments, and commitment and disbursement deadlines. These ADDI Accomplishment Reports will be posted under Production Reports on the HOME website after ADDI funds are first obligated.

In order for completed activities to count towards a PJ's ADDI funds, the PJ must enter the following data in IDIS:

  • First-time homebuyer with downpayment assistance only:
    1. On screen HB03 - Complete Homebuyer Activity - the only Activity Type that can be selected for this is "Acquisition only;"
    2. On screen HB04-A - Complete Homebuyer Activity: Costs - funds must be indicated in the Downpayment Assistance section;
    3. On screen HB07 - Complete Homebuyer Activity: Beneficiaries - PJ staff must indicate a "Y" to whether the beneficiary is a "first-time homebuyer," Note: if a PJ does not input an answer, the system will default to "N."
    4. On screen C04MA54 in the IDIS Common Path - the Activity Status Code must also be changed to "Complete."
  • First-time homebuyer with downpayment assistance and rehabilitation:
    1. On screen HB03 - Complete Homebuyer Activity - the only Activity Type that can be selected for this is "Acquisition & Rehab;"
    2. On screen HB04-A - Complete Homebuyer Activity: Costs - funds must be indicated in the Downpayment Assistance section;
    3. On screen HB07 - Complete Homebuyer Activity: Beneficiaries - PJ staff must indicate a "Y" to whether the beneficiary is a "first-time homebuyer," Note: if a PJ does not input an answer, the system will default to "N."
    4. On screen C04MA54 in the IDIS Common Path - the Activity Status Code must also be changed to "Complete."
