Performance SNAPSHOT for Participating Jurisdictions

The HOME Program Performance "SNAPSHOTs" are quarterly cumulative performance reports, which can be useful in tracking the HOME program progress of participating jurisdictions and in keeping constituents more fully informed of activities undertaken with HOME funds. The performance SNAPSHOT is an important tool in helping to evaluate the performance of participating jurisdictions by providing a context for accomplishments. This performance SNAPSHOT measures cumulative program progress through September 30, 2004.

The SNAPSHOTs include cumulative allocations through FY 2003. Please note that this will directly affect achievement levels in the "% of Funds Committed" and "% of Funds Disbursed" categories.

Four versions of the performance SNAPSHOT will be produced and released quarterly: one for State participating jurisdictions, one for local participating jurisdictions that have undertaken rental production projects, one for local participating jurisdictions not having undertaken rental production projects, and one for Insular Areas.

DESCRIPTION:

Participating jurisdictions will be rated against each other within their grouping on eight performance factors (except for the local participating jurisdictions without rental production projects, which will be rated on six performance factors).

Local participating jurisdictions will be rated and ranked against:
  1. all other local participating jurisdictions in the same State;
  2. all other local participating jurisdictions in the same annual allocation size category: and
  3. all local PJs nationally.

State participating jurisdictions will be compared against other State PJs nationally. In addition to the performance indicators, an "overall" indicator provides, in the case of local participating jurisdictions, an overall performance ranking for the combined eight indicators compared to other PJs within a State, and a ranking against all other local PJs nationwide in the same annual allocation size category. In the case of both local and State participating jurisdictions, this "overall" indicator will provide a national combined performance ranking. The national rankings are in percentiles for local PJs while they represent the actual rank order for State PJs. Graphs portraying the percentile performance of PJs within a State (local PJs only) and nationally accompany each SNAPSHOT.

Participating Jurisdictions that began their participation in the HOME Program in the last two years are not included because of lack of performance history.

*Several caveats should be kept in mind when reviewing the SNAPSHOT information:

Numbers alone, no matter how reliable, cannot fully describe performance in this or any other program. Therefore, these performance SNAPSHOTs are not intended to be the final word on the success or quality of a local or State HOME Program. For example, the performance SNAPSHOT will not capture the size or complexity of development projects undertaken by participating jurisdictions and no additional credit is given to PJs that undertake these more difficult projects. Neither will it capture whether the PJ is out of compliance with HOME program requirements as identified through independent audits or HUD monitoring visits. This being the case, field offices were given the opportunity to prepare a "comments page" to accompany the SNAPSHOT.
