 -   Environmental Reviews - Overview
 -   Administrative Requirements

While participating jurisdictions (PJs) have a great amount of flexibility in designing their HOME Programs, they are subject to other HUD and Federal laws and regulations beyond the HOME Statutes and HOME Final Rule. These requirements (called "crosscutting" because of their applicability across other Federally funded programs) cover a wide range of activities that are regulated by the Federal government, such as the environment, fair housing, and procurement.

What will you learn in this module?

By the end of this module, you should be able to do the following:

  • List the key Federal regulations with which HOME-funded programs must be in compliance.
  • Describe the basic requirements of these regulations.
  • Locate regulations online.
  • Identify which of these requirements are relevant to specific HOME activities and how to apply these requirements to your overall HOME Program.

Who is likely to be interested in this module?

PJs, CHDOs, nonprofit organizations, and other HOME participants will all benefit from understanding how these crosscutting requirements affect their HOME Program. Although the impact of these requirements will vary with individual projects, HOME participants should take time to become familiar with the provisions to ensure their project's success and sustainability.

Which crosscutting Federal requirements are covered in this module?

This module provides the following four topics on crosscutting Federal requirements:

Each of these topics addresses the Federal laws and regulations to which your Program must adhere. To view information on these topics, click on the links above. You can also refer to this summary table of all of the topics and requirements covered in this module.

Are these the only crosscutting Federal requirements that apply to your HOME Program?

NO! In addition to the topics covered by this module, there are other online training modules that cover the following crosscutting Federal requirements:

Note that HOME participants must adhere to ALL crosscutting requirements applicable to the HOME Program and should include these other modules in their study of crosscutting Federal requirements. Click on any of the above topics to view these trainings.

Where can I find additional information about crosscutting Federal requirements for the HOME Program?

Subpart H of the HOME Final Rule (at 24 CFR Part 92) lists and describes the applicability of crosscutting requirements to the HOME Program. HUD's HOME Crosscutting Federal Requirements page provides links to additional regulatory documents for these, and other, provisions.
