Under 5 United States Code (U.S.C.) 6103(b)(1), if a holiday falls on Saturday, the Friday immediately before is the legal holiday for employees whose basic workweek is Monday through Friday. For employees who do not have Monday through Friday workweeks, holidays are termined in accordance with 5 U.S.C. 6103(b)(2) and (d) and Executive Order 11582 of February 11, 1971.
