On January 28, 2004, Secretary of Labor Elaine L. Chao; Chuck
Canterbury, National President of the Fraternal Order of Police (F.O.P.); and
Jim Pasco, Executive Director of the F.O.P., toured the Baghdad Police Academy
where they met with the trainers and cadets. The police Academy is one of the
largest job training programs currently in Iraq.

U.S. Secretary of Labor Elaine L. Chao toured the Al Waziriya
Orphanage in Baghdad on January 28. The orphanage is operated by the Iraqi
Ministry of Labor and Social Affairs. During her visit with the children,
Secretary Chao presented them with a banner created by Indian Hills Elementary
School students from Hopkinsville located in her home state of Kentucky. The
banner sends a Happy New Year greeting to the Iraqi children. She also
presented them with educational gifts from the U.S. Department of Labor.

U.S. Secretary of Labor Elaine L. Chao inaugurated the opening of
the Baghdad Employment and Training Center on January 28, 2004, during her
two-day visit to Iraq to highlight continuing democratization efforts by the
Iraqi people. The Center is operated by the restored Ministry of Labor and
Social Affairs and provides services and benefits to Iraq's most vulnerable
citizens. Under the former regime of Saddam Hussein, the Ministry operated the
prison system. Now, for the first time, the Ministry is establishing employment
and training centers throughout Iraq, charged with providing services to
displaced workers in the nation's largest populated cities.
