AIR FORCE

            The Aerospace Corp., El Segundo, Calif., is being awarded a $679,597,500 cost-plus fixed-fee contract modification.  This action is for the exercising of option 1 of 4 potential contract options in accordance with special contract requirement H001 of the contract.  The contract was awarded Oct. 1, 2004 and comprises of a base year and four one-year options.  All options are exercised unilaterally at the discretion of the government.  At the time of contract award the base year and all options were priced and agreed to by the government and the contractor.  Aerospace Corp. is a federally funded Research and Development Center (FFRDC).  The purposes of the aerospace FFRDC are to provide scientific and engineering support involving launch, space, and related ground support systems; to engage research and advisory services to or for, and to provide general systems engineering, engineering support, and systems integration support to the U.S. government.  No funds have been obligated.  This work will be complete by September 2005.  Negotiations were complete October 2004.  Space and Missile Systems Center, El Segundo, Calif., is the contracting activity (FA8802-04-C-0001, P00016).

            Communications and Power Industries (CPI), Palto Alto, Calif., is being awarded a $6,377,762 costs-reimbursement, cost-plus fixed-price contract.  The contractor shall design, build, test, and delivery a 2 to 2.5 Megawatt, high efficiency, continuous wave (CW) 95 gigahertz millimeter wave source system.  The contractor shall perform extensive modeling, simulation, experiments, and testing to the maximum capabilities of their facilities (which shall no less than 1 Megawatt peak RF output) that will ascertain the final CW capabilities of the source.  The contractor also shall provide input for the requirements for the government’s test stand, which will serve as a full power facility in the future.  At this time, $900,000 of the funds has been obligated.  This work will be complete by January 2009.  Negotiations were completed September 2004.  The Air Force Research Laboratory, Kirtland Air Force Base, N.M., is the contracting activity (FA9451-04-C-0298).

NAVY

            Titan Corp., Marlton, N.J., is being awarded a $20,552,219 cost-plus-fixed-fee contract for technical and engineering services in support of the Naval Air Systems Command’s System Engineering Department.  The estimated level of effort for the base year is $253,000 man-hours.  Work will be performed in Patuxent River, Md. (60 percent); Jacksonville, Fla. (5 percent); Oceana, Va. (5 percent); Cherry Point, N.C. (5 percent); North Island, Calif. (5 percent); Lakehurst, N.J. (5 percent); Norfolk, Va. (5 percent); Point Mugu, Calif. (5 percent); and Indianapolis, Ind. (5 percent); and is expected to be completed in October 2005.  Contract funds in the amount of $181,373 will expire at the current fiscal year.   This contract was competitively procured via an electronic request for proposals, with 24 proposals solicited and 1 offer received.  The Naval Air Systems Command Aircraft Division, Patuxent River, Md., is the contracting activity (N00421-05-C-0003).

            BAE Systems, Nashua, N.H., was awarded on Oct. 1, 2004, a $16,042,000 not-to-exceed contract for procurement of the Cooperative Outboard Logistics Update (COBLU) Subsystem, which is to be integrated as part of the Integrated Electronics Suite (IES) for the Italian Navy’s Multi-Purpose Vessel.  The IES is currently composed of communications and intelligence systems, including Ship Wide Area Network (SWAN), Communication Intelligence (COMINT), Data Display and Decision Intelligence (D3I), Communications Systems (COMMS Subsystems), Small Ship Electronic Warfare Support Measures System (SSES), Electronics Intelligence System (ELINT) and related technical support, training and documentation.  The COBLU subsystem will be procured, installed, tested and integrated within the IES.   Work will be performed in Hudson, N.H., and is expected to be completed in April 2007.  Contract funds will not expire at the end of the current fiscal year.  The contract was not competitively procured.  This contract supports the Government of Italy under the Foreign Military Sales program.  The Naval Sea Systems Command, Washington, D.C., is the contracting activity.             RECON/OPTICAL Inc., Barrington, Ill. is being awarded a not-to-exceed $8,000,000 undefinitized contract for the procurement of time critical parts for the full rate production of the SHAred Reconnaissance Pod (CHARP) Medium Altitude Sensors (CA-279M).  Work will be performed in Mason, Ohio (37 percent); Barrington, Ill. (33 percent); Chelmsford, Ma. (12 percent); various locations throughout the United States (11percent); and Waterloo, Canada (7 percent), and is expected to be completed in February 2006.  Contract funds will not expire at the end of the current fiscal year.  This contract was not competitively procured.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-04-C-0120).

            CUBIC Defense Applications Inc., San Diego, Calif., is being awarded a $7,765,298 firm-fixed-price contract for the procurement of one Combined Hungarian Range Instrumentation and Simulation Training Multiple Integrated Laser Engagement System (CHRISTMS) for the Government of Hungary under the Foreign Military Sales Program.  Work will be performed in San Diego, Calif., and is expected to be completed in October 2005.  Contract funds will not expire at the end of the current fiscal year.  This contract was not competitively procured.  The Naval Air Systems Command, Training Systems Division, Orlando, Fla., is the contracting activity (N61339-04-C-0104).

DEFENSE LOGISTICS AGENCY

            G.E. Aircraft Engines, Lynn, Mass., is being awarded an $18,419,479 firm fixed price requirements type contract for unique aircraft parts to support the F404, J85 and TF34 aircraft engines for the U.S. Navy. This contract is for a two-year base period with four two-year options. Performance completion date is expected to be Oct. 3, 2006.  Contract funds will not expire by the end of the current year. There was one proposal solicited and one responded. The contracting activity is the Defense Supply Center Richmond, Richmond, Va.  (SP0400-03-D-9404)

ARMY

            Thales Raytheon Systems Corp., Fullerton, Calif., was awarded on Sept. 30, 2004, a $13,187,918 modification to a firm-fixed-price contract for 106 various spare parts in support of the FIREFINDER AN/TPQ-36(V), AN/TPQ-37(V), and AN/TPQ-46.  Work will be performed in Fullerton, Calif., and is expected to be completed by Nov. 30, 2007.  Contract funds will not expire at the end of the current fiscal year.  This was a sole source contract initiated on Aug. 11, 2004.  The U.S. Army Communications-Electronics Command, Fort Monmouth, N.J., is the contracting activity (W15P7T-04-C-L002).

            Agate Construction Co. Inc.*, Ocean View, N.J., was awarded on Sept. 30, 2004, a $12,216,950 firm-fixed-price contract for a New Stone Seawall.  Work will be performed in North Wildwood, N.J., and is expected to be completed by March 27, 2006.  Contract funds will not expire at the end of the current fiscal year.  There were 20 bids solicited on Aug. 2, 2004, and five bids were received.  The U.S. Army Corps of Engineers, Philadelphia, Pa., is the contracting activity (W912BU-04-C-0037).

            Cox Construction Co.*, Vista, Calif., was awarded on Sept. 30, 2004, a $10,935,200 firm-fixed-price contract for construction of two Unit Readiness Centers.  Work will be performed in Bakersfield, Calif., and is expected to be completed by Dec. 29, 2005.  Contract funds will not expire at the end of the current fiscal year.  There were 160 bids solicited on July 1, 2004, and five bids were received.  The U.S. Army Corps of Engineers, Mobile, Ala., is the contracting activity (W91278-04-C-0063).

            ProTech Corp.*, Salt Lake City, Utah, was awarded on Sept. 30, 2004, a $10,802,725 firm-fixed-price contract for construction of a Readiness Center.  Work will be performed in Lancaster, Calif., and is expected to be completed by March 25, 2006.  Contract funds will not expire at the end of the current fiscal year.  There were 32 bids solicited on Aug. 12, 2004, and seven bids were received.  The U.S. Army Corps of Engineers, Sacramento, Calif., is the contracting activity (W91238-04-C-0049).

            Litton Laser Systems Inc., Apopka, Fla., was awarded on Sept. 30, 2004, a $9,197,508 firm-fixed-price contract for various spares for the AN/PVS-63 Items.  Work will be performed in Apopka, Fla., and is expected to be completed by May 31, 2007.  Contract funds will not expire at the end of the current fiscal year.  This was a sole source contract initiated on Aug. 13, 2004.  The U.S. Army Communications-Electronics Command, Fort Monmouth, N.J., is the contracting activity (W15P7T-04-C-J212).

            Austin Commercial Contractors L.P., Dallas, Texas, was awarded on Sept. 30, 2004, a $7,365,000 firm-fixed-price contract for design and construction of an Aerospace Ground Equipment Complex.  Work will be performed at Cannon Air Force Base, N.M., and is expected to be completed by April 3, 2006.  Contract funds will not expire at the end of the current fiscal year.  There were 41 bids solicited on June 30, 2004, and three bids were received.  The U.S. Army Corps of Engineers, Albuquerque, N.M., is the contracting activity (W912PP-04-C-0025).

            Skidmore, Owings & Merrill L.L.P., Washington, D.C., was awarded on Sept. 30, 2004, a $6,020,741 firm-fixed-price contract for design of the National Museum of the U.S. Army.  Work will be performed at Fort Belvoir, Va., and is expected to be completed by Dec. 30, 2006.  Contract funds will not expire at the end of the current fiscal year.  There were an unknown number of bids solicited via the World Wide Web on July 20, 2004, and 22 bids were received.  The U.S. Army Corps of Engineers, Baltimore, Md., is the contracting activity (W912DR-04-C-0043).

            Anselmi & DeCicco Inc., Maplewood, N.J., was awarded on Sept. 30, 2004, a $3,030,000 increment as part of a $15,552,350 firm-fixed-price contract for construction of a new bulkhead and related work.  Work will be performed in Newark, N.J., and is expected to be completed by May 29, 2006.  Contract funds will not expire at the end of the current fiscal year.  There were 42 bids solicited on Aug. 5, 2004, and five bids were received.  The U.S. Army Corps of Engineers, New York, N.Y., is the contracting activity (W912DS-04-C-0030).

            Moore & Cowart Contractors Inc.*, Albuquerque, N.M., was awarded on Sept. 30, 2004, a $40,000 increment as part of a $7,414,699 firm-fixed-price contract for construction of a Detention Basin and associated Outlet Channel.  Work will be performed in Alamogordo, N.M., and is expected to be completed by July 11, 2006.  Contract funds will not expire at the end of the current fiscal year.  There were 20 bids solicited on July 28, 2004, and eight bids were received.  The U.S. Army Corps of Engineers, Albuquerque, N.M., is the contracting activity (W912PP-04-C-0024).

            Voith Siemens Hydro Power Generation Inc., Ontario, Canada, was awarded on Sept. 30, 2004, a $10,000 increment as part of a $5,988,864 firm-fixed-price contract for Generator Rewind Units 4 and 6.  Work will be performed in Russell, Ky., and is expected to be completed by March 23, 2006.  Contract funds will not expire at the end of the current fiscal year.  There were an unknown number of bids solicited via the World Wide Web on May 24, 2004, and two bids were received.  The U.S. Army Corps of Engineers, Nashville, Tenn., is the contracting activity (W912P5-04-C-0019).
