The minimum amount value for this contract can be negotiated for one system, subsystem or component. Performance completion date is expected to be Oct. 4, 2005.             Foster-Miller Inc., Waltham, Mass., was awarded on Sept. 30, 2004, a $20,354,007 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for Talon IIIBs and associated spare parts.  The Talon IIIB is a commercial small robotic, Explosive Ordnance Disposal (EOD) system.  The Talon IIIB will be used by EOD personnel in Iraq and Afghanistan in the reconnaissance, disruption, and render-safe of improvised explosive devices.  Work will be performed in Waltham, Mass. (55 percent); Medford, Mass. (15 percent); Mass., Hooksett, N.H. (15 percent); and Manchester, N.H. (15 percent), and is expected to be completed by October 2009.  Contract funds expired at the end of fiscal year 2004.  The Naval Sea Systems Command, Indian Head Division, Indian Head, Md., is the contracting activity (N00174-04-D-0020).

 

AIR FORCE

 

            Abacus Technology Corp., Chevy Chase, Md., is being awarded a $16,689,719 fixed price award fee contract to provide for 34 man-years of Contractor Engineering and Technical Support to the Royal Saudi Air Force for the operation, maintenance and support of their C41 Systems each year for up to three years.  The location of performance is several locations in Saudi Arabia.  No funds have been obligated.  This work will be complete by December 2007.  Negotiations were completed September 2004.  The Headquarters Electronic Systems Center, Hanscom Air Force Base, Mass., is the contracting activity (FA8720-04-C-0021).

 

            ViaSat Incorporated, Carlsbad, Calif., is being awarded a $7,795,000 cost-plus fixed-fee contract modification.  The contract will continue the development of the Joint Communication Simulator effort initiated under the Central Test and Evaluation Investment Program Joint Installed System Test Facility.  This contract will include development, integration tests and documentation for additional signals, behaviors, and upgrades for the Joint Communications Simulator systems at Edwards Air Force Base and Patuxent River Naval Air Station and the Link 16 Terminal Simulator at Edwards Air Force Base.  It will also acquire additional developmental hardware and portable Joint Communications Simulator Units for flight line and deployed operations.  This contract provides requirements definition, design, development, test, documentation, and training for additional signal, behavior, fidelity, and utility improvements to the Joint Communications Simulator systems and integrates the simulator with other simulators.  The signals complement the existing signal library, fulfill the original requirements and better represent the threat environment.  Behaviors will be implemented to provide coherency temporal, spatial, and informational-across all the signals.  Fidelity improvements will enhance the scenario simulation and radio frequency stimulation to better replicate the operational environment and utility improvements will improve the test support and reduce operational costs.  No funds have been obligated.  This work will be complete by September 2007.  The Air Force Flight Test Center, Edwards Air Force Base, Calif., is the contracting activity (F04611-01-D-0068, P00007).
