DEFENSE LOGISTICS AGENCY

 

            Philips Medical Systems, Bothell, Wash., is being awarded an estimated maximum of $50,000,000 firm fixed price with indefinite delivery/quantity type contract for Digital Imaging Network - Picture Archive and Communication Systems for the U.S. Army, U.S. Navy, U.S. Marine Corps, federal civilian agencies and the Veterans Administration. The minimum amount value for this contract can be negotiated for one system, subsystem or component. Performance completion date is expected to be Oct. 4, 2005. Contract funds will not expire by the end of the current fiscal year. There were 30 proposals and 10 responded. The contracting activity is the Defense Supply Center Philadelphia, Philadelphia, Pa. (SP0200-04-D-8305).

 

            Eastman Kodak Co., Rochester, NY., is being awarded an estimated maximum of  $25,000,000 firm fixed price with indefinite delivery/quantity type contract for Digital Imaging Network - Picture Archive and Communication Systems for the U.S. Army, U.S. Navy, U.S. Marine Corps, federal civilian agencies and the Veterans Administration.             Harkins Builders Inc., Marriottsville, Md., was awarded on Sept. 29, 2004, a $39,876,000 firm-fixed-price contract for construction of a U.S. Army Reserve Center.  Work will be performed at Fort Meade, Md., and is expected to be completed by January 2007.  Contract funds will not expire at the end of the current fiscal year.  There were 65 bids solicited on July 6, 2004, and five bids were received.  The U.S. Army Corps of Engineers, Louisville, Ky., is the contracting activity (W912QR-04-C-0032).

 

            Allutiiq Security & Technology*, Anchorage, Alaska, was awarded on Sept. 26, 2004, a $21,321,450 firm-fixed-price contract for Utility Modernization.  Work will be performed in Los Alamitos, Calif., and is expected to be completed by Feb. 15, 2006.  Contract funds will not expire at the end of the current fiscal year.  This was a sole source contract initiated on July 13, 2004.  The U.S. Property and Fiscal Office, San Luis Obispo, Calif., is the contracting activity (W912LA-04-C-0005).

 

            Flight Safety International, Flushing, N.Y., was awarded on Sept. 29, 2004, a $21,232,054 firm-fixed-price contract for Fixed Wing Flight Training and Support Services.  Work will be performed in Dothan, Ala. (52 percent) and Daleville, Ala.             Oshkosh Truck Corp., Oshkosh, Wis., was awarded on Sept. 29, 2004, a $9,936,592 modification to a firm-fixed-price contract for rebuilding of the Palletized Load System (PLS) M1074/M1075 and the PLS Trailer, Heavy Equipment Transport (HET) M1070, HET Trailer M1000, and the Heavy Expanded Mobility Tactical Truck Family of Vehicles.  Work will be performed in Oshkosh, Wis. (75 percent) and St. Louis, Mo.             VaxDesign Inc.*, Orlando, Fla., was awarded on Sept. 29, 2004, a $6,249,232 cost-plus-fixed-fee contract to research the possibility of utilizing an artificial immune systems to test vaccines.  Work will be performed in Orlando, Fla., and is expected to be completed by Sept. 28, 2008.  Contract funds will not expire at the end of the current fiscal year.  There were an unknown number of bids solicited via the World Wide Web on Dec. 16, 2002, and one bid was received.  The U.S. Army Medical Research Acquisition Activity, Frederick, Md., is the contracting activity (W81XWH-04-C-0139).

(89 percent) and Madison, Ind.             Systems & Electronics Inc., St. Louis, Mo., was awarded on Sept. 27, 2004, a delivery order amount of $975,784 as part of a $190,700,000 firm-fixed-price contract for RESET of the M1000 Heavy Equipment Transporter Trailer.  Work will be performed in West Plains, Mo. (50 percent) and St. Louis, Mo. NAVY

 

            Foster-Miller Inc., Waltham, Mass., was awarded on Sept. 30, 2004, a $20,354,007 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for Talon IIIBs and associated spare parts.  The Talon IIIB is a commercial small robotic, Explosive Ordnance Disposal (EOD) system.  The Talon IIIB will be used by EOD personnel in Iraq and Afghanistan in the reconnaissance, disruption, and render-safe of improvised explosive devices.  Work will be performed in Waltham, Mass. (55 percent); Medford, Mass. (15 percent); Mass., Hooksett, N.H. (15 percent); and Manchester, N.H. (15 percent), and is expected to be completed by October 2009.  Contract funds expired at the end of fiscal year 2004.  The Naval Sea Systems Command, Indian Head Division, Indian Head, Md., is the contracting activity (N00174-04-D-0020).

 

AIR FORCE

 

            Abacus Technology Corp., Chevy Chase, Md., is being awarded a $16,689,719 fixed price award fee contract to provide for 34 man-years of Contractor Engineering and Technical Support to the Royal Saudi Air Force for the operation, maintenance and support of their C41 Systems each year for up to three years.  The location of performance is several locations in Saudi Arabia.  No funds have been obligated.  This work will be complete by December 2007.  Negotiations were completed September 2004.  The Headquarters Electronic Systems Center, Hanscom Air Force Base, Mass., is the contracting activity (FA8720-04-C-0021).

 

            ViaSat Incorporated, Carlsbad, Calif., is being awarded a $7,795,000 cost-plus fixed-fee contract modification.  The contract will continue the development of the Joint Communication Simulator effort initiated under the Central Test and Evaluation Investment Program Joint Installed System Test Facility.  This contract will include development, integration tests and documentation for additional signals, behaviors, and upgrades for the Joint Communications Simulator systems at Edwards Air Force Base and Patuxent River Naval Air Station and the Link 16 Terminal Simulator at Edwards Air Force Base.  It will also acquire additional developmental hardware and portable Joint Communications Simulator Units for flight line and deployed operations.  This contract provides requirements definition, design, development, test, documentation, and training for additional signal, behavior, fidelity, and utility improvements to the Joint Communications Simulator systems and integrates the simulator with other simulators.  The signals complement the existing signal library, fulfill the original requirements and better represent the threat environment.  Behaviors will be implemented to provide coherency temporal, spatial, and informational-across all the signals.  Fidelity improvements will enhance the scenario simulation and radio frequency stimulation to better replicate the operational environment and utility improvements will improve the test support and reduce operational costs.  No funds have been obligated.  This work will be complete by September 2007.  The Air Force Flight Test Center, Edwards Air Force Base, Calif., is the contracting activity (F04611-01-D-0068, P00007).
