CONTRACTS

 

NAVY

 

            The Charles Stark Draper Laboratory (CSDL), in Cambridge, Mass., is being awarded a $100,338,947 cost-plus-incentive-fee contract for the following efforts: providing tactical engineering support (TES) for the U.S. and U.K. MK-6 Guidance System and Guidance System Test Equipment for the TRIDENT II (D-5) missile system. CSDL will also provide tactical engineering support for investigation, evaluation, and development of SPALT plans and/or special studies for the MK-6 Guidance System.  CSDL will issue four major subcontracts in support of this effort.  The first subcontract will be issued to Dynamics Research Corp., Andover Mass., for $13,760,400 to support the TES effort by maintaining and operating the centralized engineering database for the MK-6 guidance system and performing various product improvement tasks related to the MK-6 guidance system test equipment.  The second subcontract will be issued to General Dynamics Advanced Information Systems, Pittsfield Mass., for $23,661,761 to support the TES effort by providing field-engineering support at Strategic Weapons Facility Atlantic and Strategic Weapons Facility Pacific.  The third subcontract will be issued to the Raytheon Co., Electronics Systems division, El Segundo, Calif., for $12,653,181, to support the TES effort by providing test equipment maintenance and support, fleet support, stellar camera development, and electronic factory support.  The final subcontract will be issued to Honeywell International Inc., Clearwater, Fla., for $2,033,084 to support the TES effort in area related to providing storage assessment testing on TRIDENT guidance systems electronics instruments.   Work will be performed in Cambridge, Mass. (48.1 percent); Andover Mass. (13.7 percent); Pittsfield Mass. (23.6 percent); El Segundo, Calif. (12.6 percent); and Clearwater, Fla. (2 percent), and is expected to be completed by September 2005.  The contract was not competitively procured.  Contract funds in the amount of $75,561,947 expires at the end of the current fiscal year.  The Navy’s Strategic Systems Programs, Washington, D.C., is the contracting activity (N000-30-05-C-008). 

 

            Broadmoor, L.L.C., Metairie, La., was awarded on Oct. 16, 2004, a $16,220,000 modification under a previously awarded firm-fixed-price contract (N62467-04-C-0200) to exercise Option 1 for repairs to Building 3460, Naval Air Technical Training Center, at Naval Air Station Pensacola due to Hurricane Ivan.  The work to be performed is from sustained extensive exterior and interior wind and water damage associated with Hurricane Ivan.  Work will be performed in Pensacola, Fla., and is expected to be completed by April 2005.  Contract funds will expire at the end of the current fiscal year.  This contract was issued as a one-phase solicitation to three selected contractors with the capability and manpower to start work immediately after major damage was incurred from Hurricane Ivan.  The Naval Facilities Engineering Command, Southern Division, North Charleston, S.C., is the contracting activity.

 

            Science Applications International Corp., McLean, Va., is being awarded a $13,578,287 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee, performance-based contract to provide scientific engineering, analytical and technical system support services in the Kingdom of Saudi Arabia for the Royal Saudi Naval Forces Command, Control and Communications (C3) as required by SPAWARSYSCEN Charleston.  This contract includes seven one-year options, which if exercised, would bring the total cumulative value of the contract to $144,689,815.  This contract involves Foreign Military Sales (FMS) to the Kingdom of Saudi Arabia (100 percent). The work will be performed in Saudi Arabia, and is expected to be completed by October 2005 (October 2012 if all options are exercised).  Contract funds will not expire at the end of the fiscal year.  The contract was a sole source procurement under FMS Case SR-P-BBG.  The Space and Naval Warfare Systems Center, Charleston, S.C., is the contracting activity for this action (N65236-05-D-6848).

 

            Northrop Grumman Systems Corp., AEW & EW Systems, Bethpage, N.Y., is being awarded an $11,864,737 firm-fixed-price contract to complete a planned maintenance interval one (PMI I) and replacement of wing center sections on nine EA-6B aircraft.  Work will be performed in St. Augustine, Fla. (77 percent) and Bethpage, N.Y. (23 percent), and is expected to be completed in June 2006.  Contract funds in the amount of $6,527,259 will expire at the end of the current fiscal year.  This contract was not competitively procured.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-05-C-0001).

 

            Boeing Helicopters, Ridley Park, Pa., is being awarded a $10,448,843 firm-fixed-price requirements contract for procurement of tie bar assemblies used to support the H-46 helicopter.  Work will be performed at Ridley Park, Pa., and is expected to be completed by August 2008.  Contract funds will not expire by the end of the fiscal year.  This contract was not competitively procured.  The Naval Inventory Control Point is the contracting activity (N00383-05-D-042N).

 

            Harris Corp., Melbourne, Fla., is being awarded a $6,308,577 modification to definitize a previously awarded letter contract (N00019-04-C-0030) to a firm-fixed-price contract.  In addition, this modification provides for the full rate production of the Fibre Channel Network Switch (FCNS) for forward fit into the F/A-18E/F Lot 28 aircraft.  Work will be performed in Melbourne, Fla., and is expected to be completed in March 2006.  Contract funds will not expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md. is the contracting activity.

 

            Science Applications International Corp., McLean, Va., is being awarded an estimated $5,603,472 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee, performance-based contract to provide scientific engineering, analytical and technical system support services in the Kingdom of Saudi Arabia for the Royal Saudi Naval Forces Command, Control and Communications (C3) in the continental United States as required by SPAWARSYSCEN Charleston.  This contract includes seven one-year options, which if exercised, would bring the cumulative value of the contract to an estimated $50,985,252.  This contract involves Foreign Military Sales (FMS) to the Kingdom of Saudi Arabia (100 percent). The work will be performed in the continental United States (CONUS) and is expected to be completed by October 2005 (October 2012 if all options are exercised).  Contract funds will not expire at the end of the fiscal year.  The contract was a sole source procurement under FMS Case SR-P-BBG.  The Space and Naval Warfare Systems Center, Charleston, S.C., is the contracting activity for this action (N65236-05-D-6849).

 

AIR FORCE

 

            Lockwood Greene Engineers, Atlanta, Ga., is being awarded a $50,000,000 indefinite delivery/indefinite quantity contract.  This contract is for design and implementation of a lean/cellular Maintenance, Repair, and Overhaul (MRO) Transformation Program.  This contract is also for design and implementation of a lean/cellular MRO operation for landing gear, wheels and brakes, and light manufacturing.  Associated tasks include equipment purchase refurbishment, workforce and management training, facility modifications, and general engineering studies.  The Air Force can issue delivery orders totaling up to maximum amount indicated above, though actual requirements may necessitate less than the amount above.  At this time, $1,207,000 of the funds have been obligated.  This work will be complete by October 2009.  Solicitation began July 2004 and negotiations were completed September 2004.  The Headquarters Ogden Air Logistics Center, Hill Air Force Base, Utah, is the contracting activity (FA8201-05-D-0001).

 

            Lockheed Martin Corp., Fort Worth, Texas, is being awarded a $12,013,801 cost-plus fixed-fee contract modification to provide for funding to support the Marietta Mod Line effort for Lot 3 Aircraft.  The location of performance is Lockheed Martin Corp., Marietta, Ga.  At this time, $3,604,140 of the funds has been obligated.  This work will be complete by November 2005.  Solicitation began August 2004.  The Headquarters Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33657-01-C-2095, P00046).

 

ARMY

 

            O’Gara-Hess & Eisenhardt Armoring Co., Fairfield, Ohio, was awarded on Oct. 22, 2004, an $11,307,013 modification to a firm-fixed-price contract for 80 M1116 and seven M1145 Up-Armored High Mobility Multipurpose Wheeled Vehicles, 2,500 Windscreen Kits, ten Overlay Kits, 287 Carwells, and a Gunner Sling.  Work will be performed in Fairfield, Ohio, and is expected to be completed by July 31, 2005.  Contract funds will not expire at the end of the current fiscal year.  This was a sole source contract initiated on April 10, 2000.  The U.S. Army Tank-Automotive and Armaments Command, Warren, Mich., is the contracting activity (DAAE07-00-C-S019).

 

            Stanley Associates Inc., Alexandria, Va., was awarded on Oct. 15, 2004, a $10,331,969 firm-fixed-price and cost-plus-fixed-fee contract for the Army War Re-Deployment System and Automated Battlebook System.  Work will be performed in Alexandria, Va., and is expected to be completed by Oct. 31, 2005.  Contract funds will not expire at the end of the current fiscal year.  There were six bids solicited on May 17, 2004, and one bid was received.  The U.S. Army Field Support Command, Rock Island, Ill., is the contracting activity (W52P1J-04-C-0101).

 

DEFENSE LOGISTICS AGENCY

 

            BP Australia LTD/Air BP, Melbourne, Australia, was awarded a $7,985,114 fixed price with economic price adjustment type contract for AN8 and JP-5 for the National Science Foundation.  Performance completion date is expected to be March 1, 2005.  Contract funds have been allocated from fiscal year 2004.  There were eight proposals solicited and two responded.  The Defense Energy Support Center is the contracting activity.  (SP0600-05-D-0450).
