Based upon recommendations from the NIH HIV/AIDS Information Services Conference hosted by the National
Library of Medicine (NLM) in June 1993, the NLM has initiated outreach efforts to community based AIDS
organizations and patient advocacy groups. The primary purpose of these outreach projects is to design
local programs for improving information access for AIDS patients and the affected community as well
as their caregivers. Emphasis is on providing information or access in a way meaningful to the target community.
Projects must involve one or more of the following information access categories:
- State-of-the-art resources
Emphasis is placed upon the following types of organizations or
arrangements for developing these programs:
- Community-based organizations (CBOs) or patient advocacy
groups currently
providing AIDS related services to the affected community
- Public libraries serving communities in the provision of AIDS-related information and resources
- Health departments or other local, municipal, or state agencies
working to improve the public health
- Faith-based organizations currently providing AIDS-related services
- Multi-type consortia of the above-listed organizations that may be
in existence or formed specifically for this purpose
In 1994 and 1995 NLM made awards of up to $25,000. In 1996 the program provided up to $25,000 to single organizations and up to $35,000 for consortia. The program was modified again in 1998 to provide up to $40,000 for consortia. In 2003, the outreach awards were categorized as express awards offering up to $10,000 and standard awards offering up to $50,000.
