The STTR and SBIR programs are similar in that both programs seek to increase the participation of small businesses in Federal research and development and to increase private sector commercialization of technology developed through Federal research and development. The unique feature of the STTR program is the requirement for the small business concern applicant organization to formally collaborate with a research institution in Phase I and Phase II. Eligibility: U.S. for-profit small business with less than 500 employees. The principal investigator's primary employment is with the firm during the project.

Application Procedures: SBIR/STTR grant applications use the PHS 398 grant application form and are accepted at the standard deadline dates (April 1, August 1, December 1) as indicated in the instructions. Applicants interested in fast-track applications or Phase II applications must consult the program officer before applying.
