Assistant Deputy
Chief of Naval Operations (Resources, Warfare Requirements &
Assessments) led an integrated team review of the Defense Agencies
and proposed individual programmatic reductions which resulted in
removing $800 million from the FY97 fiscal controls of these Agencies.
He also led the team that rewrote and reissued a reform version
of the acquisition instruction DOD 5000 in a record 9 months. He
was awarded the David A. Packard Award for Excellence in Acquisition
for this effort.

Assistant Deputy
Chief of Staff for Programs and Resources/Director, Fiscal Division,
HQ U.S. Marine Corps, is a cutting-edge, innovative leader, a business
process improvement-focused executive with a wide range of superb
managerial and budgetary skills. His initiatives in budget review
process reforms have resulted in over $33 billion being reprogrammed
to fund emerging critical requirements in the Department of the
Navy.

P. Draim
Current Executive
Director for Logistics, Maintenance & Industrial Operations Directorate,
Naval Sea Systems Command. As Executive Director for Engineering,
developed a plan to advance the introduction of the Trident II missile
system into submarines under construction, resulting in cost avoidance
of $2.7 billion. He directed the Navy/industry team to develop and
introduce the world's best shipboard pollution prevention program
for plastics and ozone depleting substances. He conceived and enacted
an environmentally acceptable plan to recycle inactivated submarines
to reclaim valuable material.
Thomas
G. Giallorenzi
Superintendent,
Optical Sciences Division. As leader of the Naval Research Laboratory's
Optical Sciences Division, he invented the All-Optical Distributed
Sensor System which represents a major technological advance in
undersea surveillance. He saved more than $1 billion when he advocated
changing the reconnaissance program to allow aircraft formerly reserved
for reconnaissance-only roles to be used for any mission, thus enhancing
combat effectiveness.

Deputy Assistant
Secretary of the Navy for Ship Programs. He is responsible for all
shipbuilding acquisition programs including the Virginia Class New
Attack Submarine program, the 21st century surface combatant program,
and the Auxiliary Dry Attack Cargo Vessel Program. His concern for
the shipbuilding industry covered the futures of public and private
yard and maintaining of a solid industrial base.

General Counsel (Management). He was instrumental in negotiations
and planning efforts in the Base Realignment and Closure program.
He used innovative technology and strong leadership to allow his
office to reduce costs and increased the productivity of his attorneys.
