Federal Government Archived Operating Status in the Washington, DC, Area

Law enforcement authorities have advised (and the General Services Adminstration concurs) that the following Federal buildings in downtown Washington, DC, should be CLOSED to all employees on Tuesday, March 18, 2003:

  • National Academy of Science (2101 Constitution Avenue, NW, Washington, DC 20001)
  • Federal Reserve Building (Constitution Avenue & 20th Streets, NW, Washington, DC 20001)
  • South Annex of Interior

Law enforcement authorities also have advised (and the General Services Administration concurs) that the following Federal buildings in downtown Washington, DC, should be CLOSED to all automobile traffic* on Tuesday, March 18, 2003:

  • State Department (Constitution Avenue & 20th Streets, NW, Washington, DC 20001)
  • Office of Personnel Management** (1900 E Street, NW, Washington, DC 20415), and
  • Department of Interior (1849 C Street, NW, Washington, DC 20240)

The Federal Reserve Building is OPEN for essential personnel only.

Employees who work in these buildings should contact their Human Resources offices for further instructions. Human Resources offices in these buildings have the following options:

  1. Employees who choose not to report for work today may be granted a day of unscheduled leave.
  2. Employees who choose to report for work today, but who experience delays in doing so, may be granted excused absence for their delayed arrival.

*Pedestrians should have proper identification

**Office of Personnel Management employees will be allowed option 1 or 2 above

Note: This is a law enforcement issue. We are making this announcement on behalf of the United States Park Police and General Service Administration.



The information above will be updated immediately upon a determination that operating status is anything other than OPEN. For information on Operating Status by telephone call (202) 606-1900. Hearing impaired users may utilize the Federal Relay Service* by simply dialing 1-800-877-8339 to reach a CA. The CA will dial the requested number and relay the conversation between a standard (voice) telephone user and text telephone (TTY) user. Alternatively, users may point their browser to http://www.frso.us. This service is similar to the Federal Relay Service but this service does not require a TTY.

These procedures apply to employees (including employees telecommuting from an alternative worksite) in all executive agencies located inside the Washington Capital Beltway. These procedures do not apply to employees of the U.S. Postal Service, the government of the District of Columbia, or private sector entities, including contractors. Facilities outside the Beltway may prefer to develop their own plans, since they are subject to different weather and traffic conditions than those inside the Beltway. In unusual situations, however, the Office of Personnel Management (OPM) may issue guidelines affecting facilities outside the Beltway, as well.
