Federal Technology Service Innovative Business Solutions Overview

GSA's Office of Innovative Business Solutions (IBS) brings together new and exciting technology programs and explores exciting and emerging technologies to better serve the rapidly growing federal information technology (IT) market.

IBS currently has three 'Centers of Expertise':

The Center for Smart Card Solutions promotes the use of smart card technology in the federal government with products and services that achieve best value solutions for federal agencies and departments.  Service offerings include:

  • Cards and readers;
  • Smart card applications;
  • New applications development;
  • Technical and administrative support;
  • Complete system integration; and
  • Interoperability

The Federal Learning Technology Program promotes and facilitates federal agencies' acquisition and use of learning technologies including:

  • Distance learning;
  • Web-based learning;
  • Learning portals;
  • Computer-based training;
  • Collaborative groupware; and
  • Knowledge management systems

The Center for IT Outsourcing provides performance-based managed services solutions and financial management systems services for information technology needs of client agencies.  Service offerings include:

  • Desktop outsourcing/managed services;
  • Financial management services; and
  • Call Centers
