Effective March 31, 2002, GSA’s Office of Governmentwide Policy retired Optional Form 1103, U. S. Government Bill of Lading (GBL), and Form 1203, U. S. Government Bill of Lading – Privately Owned Personal Property (PPGBL) for domestic use.  To assist in this transition, GSA developed a Transportation Services Order (TSO)  for freight and for household goods that agencies may use to arrange for transportation shipments. The TSO can assist agencies in communicating their shipping requirements to the Transportation Service Providers.
