GSA's new electronic Bill of Lading (BL) documents and authorizes an agency's shipments of freight and household goods. This approved electronic version of the U.S. Government Bill of Lading (OF 1103) and the Personal Property U.S. Government Bill of Lading (OF 1203) is offered exclusively in GSA's Transportation Management Services Solution (TMSS) system. Using TMSS, shippers can easily book a shipment online, complete the BL, and print a single copy to accompany the shipment.
