An Important Notice to All Students Who Attend Telecourses:

A certificate of completion for 300- and 400-level telecourses will be issued to all registered students who score 70 or above on the telecourse final exam. Exams must be received within two weeks from the last day of the broadcast.

T-482-04 Sources and Control of Volatile Organic Air Pollutants

This 4 day lecture course prepares the student to evaluate techniques typically used to control volatile organic emissions from industrial sources. It discusses process descriptions, emission sources and characterizations, regulatory requirements and emission controls, along with techniques for field evaluations. Industrial sources covered include surface coating, graphic arts, petroleum refining, petroleum product storage and distribution, liquid asphalt, degreasing and dry cleaning. Supporting topics include basic organic chemistry, photochemistry, VOC properties, source measurement, national emissions inventory, and the Federal approach to regulation of VOC sources. Major topics included in this lecture include: Basics of organic chemistry and photochemistry, VOC properties, national emissions and the regulatory approach, source measurement of VOC’s, surface coating processes, graphic arts processes, petroleum refining and product storage and distribution, liquid asphalt, degreasing processes, dry cleaning processes, VOC control methods, A scientific calculator is required. This course recommends a background in engineering or another scientific degree and/or prior successful completion of SI:422 or successful completion of the newly revised on line replacement Air Pollution Control Orientation Course that can be found at http://www.epa.gov/air/oaqps/eog/course422/index.html or six months of equivalent work experience.

Registration Information:

You must pre-register for this course and successfully pass the post test for this course in order to receive a certificate. Completion of the course is valued at 3.0 CEU ’s. Applicants should register with APTI two weeks prior to the first broadcast day. Students who receive a score of 70 will be issued a certificate of completion for this course. T-011-04 Implementation of the Ozone 8-hour Rule

This broadcast will feature four experts from EPA’s Office of Air Quality Planning and Standards who will discuss the 8-hour ozone rule. They will discuss what areas in the country are affected, what the CAA requires these areas to do, and when. They will take your questions and answer them live. April 15, 2004 marked the designation of 474 counties around the country as not meeting the 8-hour National Ambient Air Quality Standard for ozone. Also on April 15, 2004, the EPA finalized Phase 1 of the Agency’s implementation rule that applies to ozone 8-hour nonattainment areas. EPA panelists include: Valerie Broadwell, covering nonattainment designations under the 8-hour standard, David Cole, discussing the status of Early Action Compact areas, John Silvasi covering what is in the Phase 1 rule as well as the upcoming Phase 2 that will also apply to ozone 8-hour nonattainment areas, and Janet McDonald discussing New Source Review under the 8-hour rule; what requirements apply, and when. The broadcast will be moderated by Alison Davis, Public Relations Specialist, USEPA’s Office of Air Quality Planning & Standards.

This broadcast will feature a panel of experts who will discuss how to incorporate context sensitive solutions (CSS) principles throughout all levels of transportation - from planning and programming, to project develoPMent and design, to construction, operations, and maintenance. They will take your questions and answer them live. CSS is a collaborative approach for planning, designing, building, and maintaining transportation projects that “fit” the communities and natural systems supporting them. CSS is an interdisciplinary approach in which transportation professionals partner with regulatory agencies, local governments, citizens and other stakeholders as a collaborative solutions-building team. This program will examine how CSS principles have evolved in transportation over the last several years from design tools to comprehensive decision making processes.

T-009-04 Air Quality Kits to Go - Asthma Series (Grades 3-12) An Outreach Training Resource

In recognition of October as National Children’s Health Month our broadcast will focus on Asthma which effects 20 million Americans, including 6.3 million children. This broadcast is based on a very successful program here at EPA, RTP where agency employees go to local school districts and teach lessons dealing with air pollution. The broadcast will demonstrate three different teaching modules with a focus on Asthma. Each module will target a different set of education levels. These will be 3-5, 3-12, and 9-12. The goal of the broadcast is to inspire agency employees to create their own Air Quality Kits to Go so that they can teach the lesson plans in their local school districts. A classroom segment featuring a year round elementary school will also be included so that the interaction of the class itself can be observed.

Tribal, State and local air pollution control agency personnel, educators, and others who are active in public outreach and public health.

This broadcast is designed to provide affected facilities, as well as Tribal, State, and Local agencies with a basic overview of the POWC MACT. Susan Miller, Clayton Group Services will provide information on key dates and an overview of the basic requirements of the MACT. She will also provide an overview of a new implementation tool available to help affected sources and inspectors better understand specific requirements of the rule. Affected source and major source examples will also be provided. Finally, Susan will go through a simple case study to help us better understand calculations associated with the MACT. This broadcast will feature representatives from federal and state transportation agencies as well as researchers from universities and the Centers for Disease Control to discuss the current state of the science and future research needs. They will take your questions and answer them live. Topics discussed include public health concerns related to the effects of transportation which reflect a broad range of issues, including pedestrian and motorist safety, hazardous materials remediation, and health and physical fitness. While the body of scientific knowledge about the relationship between transportation and public health is growing, there is still much to learn regarding the factors that determine when an effect graduates from an “association” to a “causation.”
