Call-for-abstracts and Meeting Announcement for the ORD Sponsored Workshop on Mining Impacts to Native American Lands.

The workshop will unite Tribal members and representatives, and government officials to examine technical and policy issues related to historic, current, and future mining impacts on Native American lands.

Abstracts for oral presentations must be submitted by April 11, 2003. Abstracts should be ½ - 1 page in length, and include the presentation title, authors’ names and affiliations, title/tribal responsibility, email and mailing addresses, phone number, mining type and main topic. Abstracts will be accepted by email, fax, or regular mail.

Agriculture, Smoke Management and Air Quality Government Partnership workshop in Washington, D.C. February 5 - 6, 2003

The Agriculture, Smoke and Air Quality 2003 workshop is the first of a series of annual workshops designed to bring together Federal, State and local professionals to share information related to air quality and the agriculture sector. This first conference will focus on identification of common goals and issues related to agriculture, smoke management and air quality. Sessions will include topics on fires, CAFOs, and renewable energy from agricultural sources. Participants will examine the issues and discuss innovative, integrated solutions and potential partnerships to achieve a sustainable agricultural ecosystem. The workshop was originally scheduled for November 2002 but was rescheduled for February 5 and 6, 2003. We are re-negotiating the accommodations for the work shop and will update you on the hotel status soon. An online registration process will be available soon on the workshop web site.

The workshop is cosponsored by USEPA and other agencies. USDA, DOE, DOI, EPA, Federal and State policy makers and regulators should attend.

2003 National Air Quality Conference

Air Quality Index reporting of unhealthy ozone concentrations on radio, television and in the newspapers has proven to be a potent public education mechanism. In 2003, EPA will make available to states its forecasting tool for PM2.5, which will enable comparable reporting programs for fine particulates in many areas of the country.

EPA has planned a free conference -- the "2003 National Air Quality Conference -- It's Not Just About Ozone Anymore" for February 2-5, 2003, in San Antonio to engage state and local agencies, MPOs and environmental groups on upcoming opportunities to publicize AQI reporting for PM.

8-Hour Ozone Designations Guidance

EPA has issued guidance outlining requirements for states and tribes under a Nov. 13, 2002 proposed settlement with nine environmental groups. The proposed settlement sets April 15, 2004 as EPA's deadline for designating attainment and nonattainment areas for the 8-hour ozone standard. EPA issued the 8-hour standard in 1997.

The guidance outlines the new designations schedule, requirements for designating tribal areas, and the schedule and milestone requirements for early action compacts. Early action compacts allow EPA to delay the effective date of ozone nonattainment designations for qualifying areas. Click on the links below to read:

You are invited to join air quality personnel at all levels of government, and associated stakeholders, in a collective discussion about the future of air quality management and protection in the US Come join top air program officials from the US Environmental Protection Agency (EPA) and the State of Ohio in a videotaped briefing as they share the latest thinking on where Federal, State, local and Tribal air quality protection programs may be headed in the next 20 years. After viewing this presentation, EPA hopes you will share your insights and suggestions toward defining new roles and responsibilities and updating our strategic planning.

The presentation looks at what has been accomplished through 2000, what EPA expects to occur with the implementation of the two new National Ambient Air Quality Standards for ozone and particulate matter, and what the air program may look like 20 years from now.

EPA and DOE Announce Fuel Economy Leaders for 2003 Model Year Cars

For the third year in a row, the Honda Insight and Toyota Prius hybrid electric vehicles are the fuel economy leaders -- and they are also among the cleanest vehicles available. A joint EPA and Department of Energy web site provides detailed information on vehicle fuel economy, including a complete version of the Fuel Economy Guide: www.fueleconomy.gov. EPA Applauds Local School District for Excellence in Improving Indoor Air Quality

As part of Children's Health Month, EPA is highlighting the efforts of
the Montgomery County, Maryland, school district as a National Leader in the "Tools for Schools" program. Through Tools for Schools, EPA works with school districts across the nation to promote adoption of programs to improve indoor air quality in their buildings by raising awareness about the potential negative effect of poor air quality on children's health. Pollutants inside classrooms and other indoor school facilities are often two - to five - times higher than outdoor levels, and can trigger asthma attacks. Asthma in young children has risen by nearly 60 percent in the last 15 years and is responsible for 10 million missed school days each year.

EJ Small Grants Program Application for 2003 Available

The Office of Environmental Justice's Small Grants Program was established in 1994 to provide financial assistance to eligible community groups (i.e., community-based/grassroots organizations, churches, schools, other non-profit organizations, local governments, tribal governments that are working on or plan to carry out projects to address environmental justice issues. The guidance provided below outlines the goals and general procedures for applicants and awards.

An Evaluation of OAR's Tribal Air Program

With over 100 Tribes currently receiving grants to develop air programs, OAR determined that it was an appropriate time to conduct an evaluation of the Tribal Program. The purpose of the evaluation was to identify how well the Program is using its resources to build Tribal capacity, address air quality issues on Tribal lands, and provide the tools to reach these goals. OAR assembled an evaluation team ('the team') with contract support from Industrial Economics, Incorporated (IEc), and Ross and Associates.

The evaluation report includes results from our interviews and information collection, captured as key findings and recommendations for three main subject areas: providing the tools, building Tribal capacity, and evidence of Tribal capacity.

EPA Accepting Applications for Minority Academic Institutions Fellowship Programs

EPA is now accepting applications for its undergraduate and graduate Minority Academic Institutions fellowship programs. The fellowship programs were created to encourage promising students to pursue careers in the environmental field and to support EPA's mission by ensuring a supply of well-trained environmental specialists to meet the environmental challenges of the future. Minority Academic Institutions are defined as Historically Black Colleges or Universities, Hispanic Serving Institutions, Tribal Colleges, Native Hawaiian Serving Institutions and Alaska Native Serving Institutions. Applicants must be citizens of the United States, its territories or possessions or be lawfully admitted to the United States for permanent residence. The deadline for receipt of applications is Nov. 18. EPA plans to award about 20 undergraduate fellowships and 25 graduate fellowships by July 22, 2003. We are now preparing the proposal for the 8 hour implementation rule for ozone. Listed below are the preliminary staff draft issue discussions for 4 more of the implementation elements for the 8-hr O3 NAAQS for your review and input.

Release of Diesel Exhaust Health Assessment

The Office of Research and Development released the Health Assessment for Diesel Engine Exhaust. It's available via EPA's home page or at www.epa.gov/ncea . The assessment states that long-term exposure to diesel exhaust is likely to cause lung cancer.

EPA News/Air Office Report -- EPA Announces New Members of National Environmental Performance Track Program

EPA has selected 23 new members into the National Performance Track Program. Launched in June 2000, Performance Track is a voluntary partnership program with nearly 300 members that recognizes and encourages top environmental performers -- public and private entities that go beyond compliance with environmental regulations to commit to continuous environmental improvement. EPA recently proposed a rule, published in the Federal Register on August 13, that would reduce regulatory paperwork for Performance Track facilities. Among other proposed incentives, the rule would simply reporting for Performance Track facilities under the Maximum Achievable Control Technology (MACT) provisions of the Clean Air Act.

ABSTRACT
Urban areas contain major sources and numerous smaller area sources and, as a result, air quality modeling analyses posses special challenges. This document deals with the applications of the Industrial Source Complex (ISCST3) model which can estimate close distance impacts from industrial facilities. ISCST3 has been extensively used in analyzing impacts from a single or a few facilities and this document provides a transition to the more complex issues associated with urban-wide applications. This document: 1) provides a demonstration of a methodology for modeling air toxics for use in city-specific analyses and an example application, 2) updates techniques described in Dispersion Modeling of Toxics Pollutants in Urban Areas, EPA-454/R-99-021 and, 3) incorporates techniques described in A Simplified Approach for Estimating Secondary Production of Hazardous Air Pollutants (HAPs) Using the OZIPR Model, EPA-454/R-99-054.

TAMS Steering Committee Positions

The Tribal Air Monitoring Support (TAMS) Center is currently accepting nominations for four open seats on the TAMS Steering Committee. The membership term is for two years, beginning October 1, 2002 and ending on September 30, 2004. Any person engaged in tribal environmental quality issues may make nominations. Nominees must be affiliated with a federally recognized tribe or intertribal group and must be engaged in tribal environmental quality issues. Voting members of the Steering Committee shall elect individuals from the pool of nominees to fill open seats on the steering committee. The intent of the Steering Committee is to provide broad, regional representation. Such representation is one consideration for member selection.

  This memorandum is to report to you and request your support for the Tribal Air Monitoring Support (TAMS) Center, which is now in its second successful year of operation. The TAMS Center is a partnership between Tribes, Northern Arizona University Institute for Tribal Environmental Professionals, and EPA's OAR offices (OAQPS and ORIA). EPA News/Air Report -- EPA Releases Latest Toxic Release Inventory

Today EPA issued its annual report on the amount of toxic chemicals released into the environment. The report shows that trends in overall releases are continuing. Total releases of chemicals nationwide decreased by about 700 million pounds during 2000, the latest year for which data are available. This year's report of the Toxics Release Inventory (TRI) contains newly-included data on bioaccumulative toxic (PBT) chemicals, such as dioxins, mercury, and PCBs, giving communities a more complete picture of the sources of chemicals in their environment. EPA Expands Localized Smog Forecasts to 39 States and Over 160 Cities

To help the public prepare for summertime air pollution, when ground-level ozone (smog) is usually at its worst, EPA is expanding its efforts to provide localized "same day" and "next day" smog forecasts, along with "real-time" maps. EPA's updated AirNow website provides forecasts and easy-to-understand maps updated on an hourly basis on ozone air quality information from monitors in 39 states and Washington, DC.

The Children's Allergy, Immunology and Respiratory (AIR) Foundation today honored EPA Administrator Christie Todd Whitman with its Gift of Breath Award for raising awareness of the environment as a possible first line of defense against asthma, an illness which affects 15 million Americans, one third of whom are children under the age of 18.

Today, the Environmental Protection Agency marked World Asthma Day and Asthma Awareness Month at George Mason Elementary School in Alexandria, Va., by recognizing the efforts to fight childhood asthma and raise awareness of the disease that affects approximately 15 million people of all ages and races and 4.8 million children.

Federal Circuit Court Gives EPA the Go-Ahead to Make Diesel Trucks Run Cleaner

Today the DC Circuit Court of Appeals upheld EPA's rule to make heavy-duty trucks and buses run cleaner. The Court denied all challenges to the rule, including claims that the advanced after-treatment technology (similar to catalytic converters used on cars) would not be available. The court also rejected claims that low sulfur diesel fuel was not needed for this technology and that it would result in supply shortfalls of diesel fuel. Beginning with model year 2007, emissions from heavy duty diesel trucks and buses will be reduced by 95 percent. The sulfur content of diesel fuel must be lowered to enable modern pollution-control devices to work effectively on these vehicles. New Actions Related to Regional Ozone Transport in the Eastern US

The first rule announces EPA's decision to retain the original growth projections which the agency used in setting limits on nitrogen oxides (NOx) emissions in two rules designed to reduce interstate transport of ozone -- the NOx SIP Call and the Section 126 Rule. In making this decision, EPA is responding to court remands concerning the heat input growth rates EPA used in developing the two rules. This new action explains why the original methodology and resulting growth projections were reasonable and remain so in light of new information.

The second rule changes the compliance date for all sources covered by the Section 126 Rule to May 31, 2004. This result will be to align (harmonize) the Section 126 compliance date with the May 31, 2004 compliance date for the broader ozone transport rule, known as the NOx SIP Call. Harmonizing the compliance dates provides states, affected industry, and the public with a better coordinated and simpler program for achieving the necessary emissions reductions.

LETTER TO NTEC - PRELIMINARY OPTIONS FOR 8-HOUR O3 NAAQS IMPLEMENTATION STRATEGY (1/11/02)

Enclosed are three draft options for classifying areas for purposes of implementing the 8-hour national ambient air quality standard (NAAQS) for ozone. These are not options that apply to the designation process; rather, the options establish methods of subdividing areas that are designated nonattainment. These options also address ways in which areas would transition from the 1-hour standard to the 8-hour standard.

ITEP Receives Top Award for Air Quality Work

For the second year in a row, the Institute for Tribal Environmental Professionals (ITEP) has been presented with US EPA's Environmental Excellence Award for its air quality management work with Indian tribes. In a presentation ceremony in Washington DC on March 5, ITEP Director Virgil Masayesva accepts the award from Jeff Holmstead, US EPA Assistant Administrator for Air and Radiation, on behalf of a multifaceted training and support organization that has to date provided air quality management training and support to nearly 800 tribal air professionals representing more than 200 Indian tribes. EPA Administrator Christine Todd Whitman will be on hand for the presentation.

New $25 Million State And Tribal Grant Program Launched For Environmental Information Exchange

EPA is providing $25 million for data modernization and information integration efforts to further its working partnership with states and tribes. The National Environmental Information Exchange Grant Program is designed to address several key e-government challenges: improve the quality of environmental data; make the flows of data between EPA, states, tribes and other partners more efficient; reduce reporting burden; and improve access to environmental data.

The US Environmental Protection Agency's Office of Research and Development and the US Department of Health and Human Service's Agency for Toxic Substances and Disease Registry are seeking applications for research on lifestyle and cultural practices of Tribal populations and risks from toxic substances in the environment. Tribal populations may be at especially high risk for environmentally-caused diseases and health outcomes as a result of their subsistence lifestyles, occupations and customs, and/or environmental releases impacting tribal lands. This solicitation invites applications in two areas of current interest, the development of: 1) exposure and effects assessment methods that can be broadly applied across geographic regions and Tribal populations and 2) risk management strategies and options that will lead to reduction in risk from exposure.

PROPOSED FEDERAL IMPLEMENTATION PLANS UNDER THE CLEAN AIR ACT FOR INDIAN RESERVATIONS IN IDAHO, OREGON, AND WASHINGTON

The Environmental Protection Agency (EPA) is proposing a set of rules to regulate air pollution sources on 39 Indian reservations in Idaho, Oregon, and Washington. EPA developed this basic set of air rules to fill the regulatory gap under the Clean Air Act (CAA) with Federal air rules where there are no EPA-approved Tribal nor State Implementation Plans. These rules would "level the playing field" between air pollution sources on and off Indian reservations. EPA developed today's proposal in close partnership with Region 10 Tribes through an extensive consultation process designed specifically to meet Tribal needs.

Air Toxics Now - Satellite Downlink Broadcast

This broadcast will feature 3 reports: the first report will explore a joint urban air toxics pilot project between, EPA, the State of Arizona and three Indian Tribes in Maricopa County; the second report will examine EPA's approval of a request by the State of New Hampshire to enforce State permit terms in lieu of the MACT standard for a pulp mills. The last report will discuss an EPA's Project XL that is being implemented at a pulp mill in Virginia.

EPA Awards Contract to Native American-Owned Company

The U. S. Environmental Protection Agency, (EPA) announces the award of a contract to Portage Environmental, Inc., (PEI) to help Indian tribes develop and implement their own air quality programs. The three year contract, awarded on September 17, 2001, is the first contract awarded by EPA's Office of Air and Radiation (OAR) to provide assistance and support to Indian tribes as they begin to implement the Clean Air Act (CAA). Portage Environmental Inc., is a Native American-owned firm located in Idaho Falls, Idaho. The company has provided engineering and consulting services to Indian tribes and agencies of the federal government since 1992.

The agency has received a FY2002 budget appropriation of $25 million for grants to be used in partnership with States and Tribes to advance the National Environmental Information Exchange Network (Network) and State data integration efforts. Proposals are expected to be received from states by 3/02 with grant awards occurring by 7/02. It is hoped that this grant program will continue into FY2003 and FY 2004.

Availability for preview of the website for the National-Scale Air Toxics Assessment

The purpose of this announcement is to let tribal air professionals know
about the availability for preview of the website for the National-Scale Air Toxics Assessment. The purpose of the preview is to provide you with an advance opportunity to see the results as they have been revised based on input from EPA's Science Advisory Board. The national-scale assessment is based on 1996 air emissions data and includes estimates of concentration, exposure, and risk from 32 common toxic air pollutants plus diesel particulate matter. The website preview will last until February 8, 2002. After the preview is completed, we expect to publicly release the updated website by the end of February 2002.

Fine-Particle Assessment Review Draft Available

In January, 2002 NARSTO posted a downloadable copy of the second review draft of its fine-particle assessment. This draft has been submitted to a joint Mexican-Canadian-US review committee coordinated by the U.S. National Academy of Sciences, the Royal Society of Canada and the Red de Investigacion y Desarrollo sobre Calidad del Aire en Grandes Ciudades of FUMEC. All other interested persons are also invited to review this document and send comments to NARSTO for incorporation into the final draft. This assessment is intended to be a concise, scientifically credible, comprehensive discussion of the state of scientific knowledge relating to ambient PM management. The report discusses where our knowledge is sufficient to address PM problems, the existence of significant uncertainties, and suggests scientific advances to assist in reducing these uncertainties. The authors have prepared this assessment with a high regard to the relevance of current PM science to policy-makers' information needs.

Topics covered in the document include meteorological and chemical processes, emission estimations, ambient measurements, source attribution, air quality modeling, and their health and visibility context. In addition, Chapter 10 and the Appendix present summary conceptual descriptions of what we know about PM over nine major urban and regional North American areas. The report is written from a policy relevant perspective, keeping in mind the government, industry and academic users of the three North American nations and their needs in developing a common portfolio of strategic tools and scientific understanding for PM decision-making over the next few years.
