Priority Issues for Tribes in Region 10:

Varies greatly, depending on location and related issues affecting the reservation. They include:

  • Area sources (e.g., small dry cleaners, print shops, dust from fields and roads, open burning for agricultural or waste disposal purposes).
  • Prescribed forest burning, agricultural burning.
  • Preservation of pristine areas.
  • Combined impact of minor sources (listed under the Minor Sources heading below).
  • Lack of controls/rules for major sources on reservations.
  • Impacts of off-reservation sources reservations and on "usual and accustomed" areas.
     
 
Major Point Sources of Pollution in Region 10 Indian Country:

Currently 13 sources meet the Title 5 threshold. Sources include:

  • Lumber mills, wood products facilities, wood-fired co-gen plants.
  • Chemical blending.
  • Assorted manufacturing plants.
     
 
Minor Sources of Pollution in Region 10 Indian Country:

Investigations estimate approximately 200 point sources. The types of businesses include:

  • Dry cleaners.
  • Gas stations.
  • Grain elevators.
  • Landfills.
  • Print shops.
  • Petroleum bulk plants.
  • Rock crushers.
  • Small sawmills.
  • Asphalt, concrete and paving operations.
  • Auto paint and body shops.
  • Boat building and repair.
  • Fish processors.
  • Fruit or vegetable processing.
  • Light manufacturing plants.
  • Mint distilleries.
  • Recycling facilities.

Programs Implemented by Tribes in Indian Country:
Currently, no Region 10 tribes have EPA-approved Clean Air Act programs or delegations. Several have programs such as registration of sources, open burning ordinances, and smoke management. Most are building the foundations for air quality by training staff, educating the community, conducting air monitoring and emission inventories, and drafting regulations. The Shoshone-Bannock Tribes received Treatment as State status in Fiscal Year 2000.
