Civilian Personnel Records Center

CPR houses the Official Personnel Folders (OPF) and Employee Medical Folders (EMF) of separated Federal civilian employees. CPR also houses personnel documents that date back to the mid-nineteenth century, although the bulk of the collection covers the period from 1900 to present. The medical records of military family members treated at Army, Air Force and Coast Guard medical facilities are also stored here. How do I get information from my civilian personnel records?

Most civilian personnel records held at NPRC are the legal responsibility of the system under which they were created, that agency is responsible for protecting the individual privacy of the living subjects of personnel records under the Privacy Act of 1974 (P. L. 93-579). Consequently, access to all stored records is regulated by the authority of the creating agency, for example, OPFs and EMFs are strictly regulated by the Office of Personnel Management (OPM). Only limited types of information from the records are releasable to non-authorized users.

SPECIAL NOTE ON REQUESTING INFORMATION

The telephone numbers and e-mail addresses listed may only be used to contact the facilities regarding procedures for submitting written requests for information. The Privacy Act of 1974 (5 USC 552a) and OPM require a signed and dated written request for information from Federal records. No requests for information from personnel or any other type of records will be accepted by telephone or e-mail.

The Civilian Personnel Records Facility (CPR) of the National Personnel Records Center is located just south of downtown St. Louis, off of Interstate 55.

From Interstate 55 South:
Take the Arsenal St., exit and turn right. The first intersection (Lemp Ave.) at the stoplight turn left. Proceed for about seven blocks and turn left at the first traffic signal (Broadway). Prepare to turn right at the first street, which is President St. There is no stop sign or traffic signal. Travel about three blocks, past a parking lot on the right, and turn right at the stop sign (Kosciusko). Proceed for a block on Kosciusko, then turn right on Winnebago St. Turn right into the parking lot and look for visitor parking immediately on your left. If no visitor parking is available, continue through the lot to the back of the building for open parking.

From Interstate 55 North:
Take the Potomac St. exit and turn left. Go one block up the hill, turn left at DeKalb St., and go one block to President St. Turn left and travel one block to Kosciusko St. and turn right. Proceed one block on Kosciusko, then turn right on Winnebago St. Turn right into the parking lot and look for visitor parking immediately on your left. If no visitor parking is available, continue through the lot to the back of the building for open parking.
