SPRANS Community-Based Abstinence Education Project Grants

The purpose of the SPRANS Community-Based Abstinence Education Project Grants is to provide support to public and private entities for the development and implementation of abstinence education programs for adolescents, ages 12 through 18, in communities across the country. Projects funded through the SPRANS Community-Based Abstinence Education grant program must promote abstinence-only education as defined by Section 510 of Title V of the Social Security Act and agree not to provide a participating adolescent any other education regarding sexual conduct in the same setting.
Any public or private entity, including a non-profit or faith-based organization, is eligible to apply for funding under the SPRANS Community-Based Abstinence Education Project Grant program. Projects have to be community-based and must involve an educational intervention. There is no match requirement for these grants.
One-year planning grants and three-year implementation grants are funded under the program.
Approximately $55,000,000 is appropriated for FY 2003, and the President requested $73,000,000 for the program for FY 2004.

Section 510 Abstinence Education Grant Program

Section 510 of Title V of the Social Security Act, created under Section 912 of the 1996 Welfare Reform law, established a new categorical program of block grants to States for abstinence education. Its purpose is to enable States to support abstinence education, and at the option of each State, where appropriate, mentoring, counseling, and adult supervision to promote abstinence from sexual activity, with a focus on those groups which are most likely to bear children out of wedlock.
Grants are awarded to the States based on a statutory formula determined by the proportion that the number of low income children in the State bears to the total number of low income children for all States. Fifty-three States and Jurisdictions received Section 510 Abstinence Education Grant funding in FY 2002. Reauthorization will be required for the program to continue beyond FY 2002.
Grant applications are accepted only from the State health agency responsible for the administration of the Title V Maternal and Child Health Service Block Grant, with funds dispersed at the discretion of the Governor unless otherwise established by State law or judicial precedent. There is a required match of three non-Federal dollars for every four Federal dollars awarded.
The majority of States and jurisdictions have elected to competitively award contracts or grants to public and private entities to implement Statewide and local abstinence-only education initiatives. State agencies are responsible for determining the application procedures for these projects. Please contact the State health agencies for information on State-awarded Abstinence Education projects.
Approximately $38,000,000 is appropriated for FY 2003, and the President requested $50,000,000 for the program for FY 2004.
