Community and Social Services Block Grants Program

The Community Services Block Grant (CSBG) program provides States, the District of Columbia, the Commonwealth of Puerto Rico, U.S. Territories, Indian Tribes and tribal organizations funds to address the problems and causes of poverty. States and territories, Community Action Agencies, several hundred other locally based organizations, and Federal and state-recognized Indian Tribes and tribal organizations receive CSBG funds.

Grant amounts are based on legislative formula. Grantees use the funds to support a variety of services that help low-income people. Services typically assist with childcare, employment, education, emergency services, health care, housing, nutrition, transportation, youth development, and coordination of resources and community participation.

Congress appropriated $646,000,000 for the program for FY 2003, and the President requested $495,000,000 for the program for FY 2004.

Social Services Block Grant
Department of Health and Human Services

The Social Services Block Grant provides funding to States, including the Territories and Insular Areas, for services directed at the goals of achieving economic self-support or self-sufficiency; preventing or remedying neglect, abuse, or exploitation of children or adults; preventing or reducing inappropriate institutionalization; and securing referral for institutional care, where appropriate. Grant amounts are determined by a formula based on each State's population. States are fully responsible for determining the use of the funds.

Approximately $1,700,000,000 is appropriated for 2003, and the President requested $1,700,000,000 for the program for FY 2004.
