Implications of the Cyber Security Research and Development Act

The Cyber Security Research and Development Act was signed into law on November 27, 2002 (P.L. 107-305, codified as 15 United States Code Annotated 7401-7411). To ensure compliance with the requirements of the Act, in FY'04 NSF will add special language to CISE and EHR awards focused on research and education activities that seek to protect cyber systems from malicious attack. Consequently, NSF will include such language in all new awards made in the Cyber Trust and Scholarships for Service programmatic areas. To comply with section 16 of the Cyber Security Research and Development Act (15 U.S.C.A. 7410), grantees must ensure that no grant funds go to any individual who is in violation of the terms of his or her status as a nonimmigrant or any alien from a country determined by the Secretary of State to be a state sponsor of international terrorism unless that individual has a visa permitting him or her to enter and remain in the United States. Grantees must immediately notify NSF if their ability to receive nonimmigrant students or exchange visitor program participants has been suspended or terminated.
