The Office of Federal Contract Compliance Programs (OFCCP) is part of the U.S. Department of Labor's Employment Standards Administration. It has a national network of six Regional Offices, each with District and Area Offices in Major Metropolitan Centers.

The U.S. Department of Labor, Office of Federal Contract Compliance Programs (OFCCP) would like to inform the Federal Contractor Community of a Corporate Scheduling Announcement Letter to be used to provide advanced compliance evaluation notification. Specifically, this letter will be provided to Corporate Headquarters along with a listing of potential federal contractor establishments that have been selected for evaluation under the OFCCP’s Federal Contractor Selection System (FCSS). On September 13, 2002, Deputy Assistant Secretary, Charles E. James, Sr., signed the
Separate Facility Exemptions/Waiver Policy Directive.

On July 16, 2002, Deputy Assistant Secretary, Charles E. James, Sr. sent the first Functional Affirmative Action Program Agreements to companies that had requested approval to use this new procedure, which is described in the March 21, 2002 Functional AAP Directive. In addition to the Basic Agreement, there is an Addendum Section that describes the business units for which functional AAPs will be developed.

On March 21, 2002, Deputy Assistant Secretary, Charles E. James, Sr., signed the
