for the position of Roving Secretary. This position will rotate
through the various sections requiring cleared American secretaries
as needed. The incumbent will report to the OMS Coordinator.
BASIC FUNCTION OF POSITION
The incumbent serves as a roving secretary
to the following sections: Executive, Political, Economic, Security,
and Administration. Prepares correspondence, cable traffic, and
memoranda. Answers telephone inquiries and acts as receptionist
as necessary. Maintains calendars of principal officers in the sections.
Assumes secretarial duty should the secretary being replaced have
duty assigned during the period of replacement. Maintains tickler
files and follows up on deadlines. Maintains files. May serve at
note taker at meetings. When serving in some sections may have duties
specific to those sections, such as processing I.D. in security
and Ration control cards in Administration. Will be expected to
familiarize self with State Department office procedures.

for the position of American Visa Assistant. This position is located
in the Nonimmigrant Visa (NIV) Branch of the Consular Section. The

BASIC FUNCTION OF POSITION
Specific duties include;
- Develops a comprehensive working knowledge of Consular law, regulations
and procedures and Seoul-specific policies.
- Maintains proper control of NIV applications and fee receipts
in secured file room. Creates systematic Standard Operation Procedures
(SOPs) for organizing and filing all records.
- Trains newly arrived adjudicators in proper file room procedures

The incumbent works under the direct supervision

she works closely with and sometimes provides guidance to other
employees in the Public Affairs Office broadly, and the information
Office more specifically. Specific duties:
- Acts as personal assistant to the Public Affairs Minister Counselor.
Performs daily courier service via GOV carrying unclassified materials
between the Chancery and PA and is responsible for handling communications
and correspondence, while maintaining secure classified materials
files at the Chancery. Determines when urgent action is required
and brings such matters to the immediate attention of the PAO and,
as appropriate, other PA officers concerned. Distributes Sensitive
But Unclassified (SBU) materials to PA officers and maintains SBU
security.
- Supports the DPAO with long-term projects in coordination with
the sections within PA, and works with the DPAO and Information
Resource Center (IRC) on the usage of the Internet in public diplomacy
initiatives. Supports IRC programs. Proofreads and screens IRC electronic
mailing, and other IRC written materials. Writes IRC RESULTS reports
and drafts and proofreads other as necessary. Compiles RESULTS into
monthly and weekly reports.
- Responsible for proofreading of English translations of all Korean
press products for the Information Office. Assists with proofreading
of other documents translations as needed. Drafts and tracks action
memos and scenesetters for all events involving Western media, and
others as needed, proofreading memos involving Korean media.
- Prepares English-language transcripts following interview, press
conference and other press events and assists with press conference
and interview preparations as needed. In the Assistant Information
Officer's absence, assists with morning press briefings.

Management Center (FMC).

BASIC FUNCTION OF POSITION
Serves as secretary to the Financial Management
Officer and provides secretarial assistance to other FMC staff members.
As voucher examiner, handles the Representation account, ORE payments/reimbursements,
and the monthly basic telephone charges for Korea Telecom. Specific
duties:
- Receives visitors and answers telephones for the Financial Management
Center, taking messages in English and Korean, and makes appointments.
Types and maintains files of unclassified letters, memoranda, and
telegram. Receives, reviews, sorts, time-date-stamps and distributes
all incoming documents and mails to the appropriate unit or individual
within the center. Responsible for the unit's Time and Attendance
(T&A) records and serves as the backup for the Payroll Liaison
in transmitting post T & A reports. Prepares forms to requisition
office supplies, repairs, printing, and motor pool services.
- Reviews invoices and related supporting documents against standard
procurement documents to ensure that the goods or services were
actually received in accordance with the terms of a valid procurement
document.
- Maintains and files records of all payments in a manner to permit
future audit of the work. Enters data of certified vouchers into
the LAN SPFMS system for transmission to the Financial Services
Center for effect payment.
- Reviews vouchers for State Department and other agencies, Representation
and ORE payments, monthly basic telephone charges, payments for
security escorts and the summer hire program prior to certification.
QUALIFICATIONS REQUIRED
