GSA Federal Supply Service (FSS) provides federal customers with the products, services, and programs to meet their supply, service, procurement, vehicle purchasing and leasing, travel and transportation, and personal property management requirements.

FSS is one of GSA's three Services. With five primary business lines, FSS serves the federal community as a trusted source for business, administrative, and mission solutions. It provides a source for virtually every commercial product or service an agency might need. Along with GSA's Public Buildings Service and Federal Technology Service, FSS helps federal agencies better serve the public by offering, at best value, superior workplaces, expert solutions, acquisition services, and management policies.  FSS is located throughout the United States and is strategically aligned with U.S. military customers at many locations around the globe.

FSS is a government-to-government business with customers, a government-to-business operation with contractors, and a leading e-business enterprise and digital marketplace, with the award-winning GSA Advantage! ® ordering Internet site.

Governmentwide Acquisitions Contracts (GWACs) are an important part of FSS. Customers can use these contracts to increase the value of their Information Technology (IT) acquisitions. The three GWAC Centers can provide customers with a variety of vehicles for high quality, state-of-the-art, total  solutions for IT requirements.

Congress enacted the Federal Property and Administrative Services Act in 1949 establishing GSA's FSS as a central organization to provide an economic and efficient system for the procurement, supply, and disposal of surplus property, and performance of related functions.

Business Lines

GSA's Federal Supply Service manages the largest, most diverse and innovative federal marketplace in the world, bringing hundreds of thousands of federal customers together with more than 9,000 contractors.

Commercial Acquisition

Through partnerships with commercial suppliers in the GSA Schedule Program and GWACs, FSS provides customers with:

  • Access to more than 4 million services and products and direct buying relationships with many commercial partners;
  • A vast array of commercial brand name products from Information Technology (IT) hardware, office supplies and copier paper to systems furniture and laboratory equipment;
  • An extensive range of services, including management, financial, engineering, environmental, accounting, graphic design, landscaping, and much more; and 
  • More than 3.2 million of these products and services can be ordered using the GSA Advantage! ® online ordering system.

GSA Global Supply

GSA Global Supply is the federal government's first choice for quality commercial products, with over 7,000 items in stock. Place an order in one of several ways and pay with a GSA SmartPay purchase card or an AAC/DODAAC number.

Property Management

GSA disposes of personal property (furniture, computers, equipment, vehicles, etc.) through the excess process, that is, once a federal agency determines it has unneeded property, it can be made available for transfer to any other federal agency. If the property is not claimed, it is declared surplus and available to eligible state and local governments or selected nonprofit organizations and institutions. When these items are no longer needed by federal, state, and local governments, the property goes to the public for sale. GSA Auctions® is an online system used to place bids electronically. Other methods of sale are also available.

Transportation

  • Governmentwide Employee Relocation Services take the worry out of moving a relocated employee’s household goods and provides agencies with standardized, cost-effective freight transportation services.
  • Domestic Delivery Services provide quick pickup and delivery of express small packages and heavyweight shipments as well as ground small package delivery shipments.
  • Transportation Management Services Solution (TMSS) is an innovative web-based system designed to meet the unique needs of federal civilian agencies for freight and household goods transportation. TMSS allows customers to manage transportation from the time a shipment is booked until payment is made.
  • GSA also provides agencies with transportation audit services and related policy guidance.

Travel

FSS has developed ways to make government travel easier and more economical. Travel Services Solutions provides a variety of travel services to include travel management centers and travel consultants. The City Pair Program offers discounted airfares for government employees traveling on official duty. Lodging services within per diem are also available.

Vehicle Acquisition and Leasing Services

GSA provides federal customer agencies with quality vehicles and fleet management services while offering low prices and economical lease rates. FSS buys over 58,000 vehicles annually through GSA Automotive and manages a worldwide fleet of over 185,000 vehicles through its GSA Fleet. FSS offers a wide variety of vehicles from the largest manufacturers and provides a broad range of fleet management services.
