Biosolids
OVERVIEW
EPA regulates all sewage sludge that is used or disposed through land application, surface disposal, incineration, or disposal in a municipal solid waste landfill. Sewage sludge is defined as solid, semi-solid, or liquid untreated residue generated during the treatment of domestic sewage in a treatment facility.
When treated and processed, sewage sludge becomes nutrient-rich organic materials called biosolids which can be safely recycled and applied as fertilizer to sustainably improve and maintain productive soils and stimulate plant growth. Permits are issued to facilities treating domestic sewage. Part 503 of the Clean Water Act imposes requirements on four groups:
- Persons who prepare sewage sludge or material derived from sewage sludge
- Land appliers of sewage sludge
- Owners/operators of sewage sludge surface disposal sites
- Owners/operators of sewage sludge incinerators
