Sigma Xi Chapter Bylaw Change

TO SIGMA XI CHAPTERS:
On 29 March 2003, the Board of Directors approved an amendment to the Society's
Bylaws by the two-thirds majority required by the Society's Constitution. According to
the Society's Constitution, chapters will have 90 days (i.e., until 27 June 2003) to file
formal objections to the proposed amendment to the Bylaws. This proposed change will
become effective on 28 June 2003 provided that not more than one chapter formally
objects by 27 June 2003.
I am annexing to this note the text of the proposed amendment to the Bylaws along with
an explanatory note. Should any chapter wish to object to this amendment, they should
notify the Executive Director prior to 28 Jnue 2003. Notice of such objection should be
in writing (fax or postal service), include the signatures of two or more officers of the
chapter concerned, and should confirm that the objection is lodged on behalf of, and by
decision of, the members of the chapter. If more than one objection to the proposed
amendment is received by the due date, all chapters will be notified as soon as possible
and the amendment deferred to the 2003 Assembly of Delegates.

Proposed Amendment to the Bylaws
Adopted by the Board of Directors, 29 March 2003
To amend the Society's Bylaws so that the rules of order of the Assembly of Delegates
will be the current edition of "Robert's Rules of Order Newly Revised".
Bylaw III, Section 2F (iii)
Explanatory note: Since the mid 1980s, Sigma Xi's rules of order for the Assembly of
Delegates has been "Riddick's Rules of Procedure" in respect of Dr. Floyd Riddick,
Parliamentarian Emeritus of the U.S. Senate, Sigma Xi's Parliamentarian for the
Assembly of Delegates for over 20 years, and an Honorary Member of the Society.
However, Dr. Riddick passed away in the late 1990s and his book is currently out of
print. This makes it extremely difficult for chapters to obtain a copy of the Society's
parliamentary rules of order and, in addition, most members of Sigma Xi are more
familiar with "Robert's Rules" than "Riddick's Rules, although the two are quite similar.
This proposed amendment of the Bylaws would return Sigma Xi's Assembly of
Delegates to its former situation where the rules of order would be the current edition of
"Robert's Rules of Order Newly Revised."
Text with amendments:
337 (iii) Rules of Order. Meetings of the Assembly of Delegates shall
338 be conducted in accordance with the current edition of Robert's
339 Rules of Order Newly Revised, except when in conflict with the
340 Constitution or Bylaws, in which case the Constitution or Bylaws
341 shall prevail. The President shall serve as the presiding officer of
342 the Assembly, and the Executive Director its secretary. The
343 presiding officer may limit debate for the purpose of maintaining
344 the time schedule of the Assembly.
